AN ACT
1 Amending Title 66 (Public Utilities) of the Pennsylvania
2 Consolidated Statutes, further providing for explanations of
3 rate requests.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 1308 of Title 66, act of November 25,
7 1970 (P.L.707, No.230), known as the Pennsylvania Consolidated
8 Statutes, is amended by adding a subsection to read:
9 § 1308. Voluntary changes in rates.

11 (f) Rationale for rate request.--Whenever a public utility
12 applies for a rate adjustment pursuant to subsection (a), (d) or
13 (e), that public utility shall furnish to each of its customers
14 through its billing procedures a clear explanation of the
1 reasons for the requested rate adjustment. The explanation shall
2 discuss the salaries, expenses, rate of return on investment and
3 other projected factors or items which required that public
4 utility to seek a rate adjustment.
5 Section 2. This act shall take effect in 60 days.
