AN ACT 1 Amending the act of November 22, 1978 (P.L.1166, No.274), 2 entitled "An act establishing the Pennsylvania Commission on 3 Crime and Delinquency, providing for its powers and duties 4 establishing several advisory committees within the 5 commission and providing for their powers and duties," 6 providing for assistance to citizen crime prevention programs 7 and making an appropriation. 8 The General Assembly of the Commonwealth of Pennsylvania 9 hereby enacts as follows: 10 Section 1. The act of November 22, 1978 (P.L.1166, No.274), 11 referred to as the Pennsylvania Commission on Crime and 12 Delinquency Law, is amended by adding a section to read: 13 Section 12.1. Assistance to Citizen Crime Prevention Programs. 14 (a) Assistance to local agencies.--The commission shall have 15 the power and duty to review and approve applications for 16 technical and financial assistance to local and State law 17 enforcement agencies as provided in this section. 18 (b) Applications for assistance.--Any local law enforcement 19 agency may by itself or in cooperation with other law 20 enforcement agencies apply for technical and financial
1 assistance to the commission as set forth in this section. 2 (c) State Police.--The State Police agency may apply for 3 technical and financial assistance for those areas in the State 4 wherein they provide the primary law enforcement function in 5 lieu of no local law enforcement agency. 6 (d) Nature of assistance.--The technical and financial 7 assistance the commission shall provide under this section shall 8 be: 9 (1) Funding 50% of the cost for police officers for a 10 two year period who are assigned on a full-time basis on 11 developing and implementing community crime prevention 12 programs in conjunction with local citizens. 13 (2) Providing initial and ongoing training for police 14 officers assigned on a full-time basis on developing and 15 implementing community crime prevention programs. 16 (3) Providing educational and training materials and 17 such technology equipment including but not limited to 18 property identification equipment so as to prevent 19 duplication of materials and equipment by State and local law 20 enforcement agencies. 21 (4) Assisting State and local law enforcement agencies 22 in developing applications for assistance from the 23 commission. 24 (e) Content of applications.--All applications for 25 assistance from the commission for citizens crime prevention 26 programs as provided for in this section shall include the 27 following: 28 (1) A plan by the applicant which is approved by the 29 funding authority of the applicant and by a citizen advisory 30 group comprised of not less than ten citizens in the locale 19820H2182B2806 - 2 -
1 to be serviced by the applicant. 2 (2) The plan shall include a review of the types of 3 programs to be implemented by the law enforcement agency 4 jointly with the direct participation of the local citizens. 5 (3) The plan shall indicate the nature and extent of 6 citizen involvement in the proposed programs. 7 (4) The plan shall include a specific review of the 8 nature and types of crimes that the programs are designed to 9 impact upon and the desired impact the programs hope to 10 achieve. 11 (5) The plan shall include the nature and extent of 12 participation by citizens operating businesses in the 13 community and the programs directed toward impacting upon 14 crimes directed at such businesses. 15 (6) The plan shall include assurances by the applicant 16 that it will submit semiannual reports on the progress of 17 their programs to the commission and comply with such 18 additional requirement as set forth by the commission and 19 agreed to be the applicant. 20 (f) Rules and regulations.--The commission may in the manner 21 provided by law promulgate regulations and additional 22 application and reporting requirements for the purpose of 23 carrying out this section so long as they do not conflict with 24 this act. 25 (g) Appropriation.--The commission is hereby appropriated 26 the sum of $450,000 for the purpose of carrying out this 27 section. 28 Section 2.
