                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for vehicle titles and increasing
     3     certain penalties.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1103(d) of Title 75, act of November 25,
     7  1970 (P.L.707, No.230), known as the Pennsylvania Consolidated
     8  Statutes, is amended to read:
     9  § 1103.  Application for certificate of title.

    11     (d)  Vehicles purchased from dealers.--If the application
    12  refers to a vehicle purchased from a dealer, the dealer shall
    13  mail or deliver the application to the department within ten
    14  days of the date of purchase. The application shall contain the
    15  names and addresses of any lienholders in order of priority, the
    16  amounts and the dates of the security agreements, and be
    17  assigned by the dealer to the owner and signed by the owner. The
    18  application shall be accompanied by two checks of the purchaser

     1  payable to the Department of Revenue for the amount of the sales
     2  tax and payable to the Department of Transportation for the
     3  amount of the appropriate fees. Any dealer violating this
     4  subsection is guilty of a summary offense and shall, upon
     5  conviction, be sentenced to pay a fine of [$50] $500 for each
     6  violation. The requirement that the dealer mail or deliver the
     7  application to the department does not apply to vehicles
     8  purchased by fleet owners or governmental or quasi-governmental
     9  agencies.

    11     Section 2.  This act shall take effect in 60 days.
