                                  A SUPPLEMENT

     1  To the act of October 4, 1978 (P.L.864, No.167), entitled "An
     2     act providing for the regulation of land and water use for
     3     flood control and storm water management purposes, imposing
     4     duties and conferring powers on the Department of
     5     Environmental Resources, municipalities and counties,
     6     providing for enforcement, and making appropriations," making
     7     an appropriation to the Department of Environmental Resources
     8     and requiring an annual report regarding the status of the
     9     appropriation to the General Assembly.

    10     The General Assembly of the Commonwealth of Pennsylvania
    11  hereby enacts as follows:
    12  Section 1.  Legislative purpose.
    13     The General Assembly of Pennsylvania recognizes that local
    14  administration and management of storm water is consistent with
    15  the Commonwealth's duty as trustee for the public of the
    16  Commonwealth's natural resources and the people's constitutional
    17  right to the preservation of natural economic, scenic,
    18  aesthetic, recreational values of the environment.
    19  Section 2.  Appropriation.
    20     The sum of $2,500,000, or as much thereof as may be


     1  necessary, is hereby appropriated for the fiscal period
     2  beginning July 1, 1981, and ending June 30, 1984, to the
     3  Department of Environmental Resources for the sole purpose of
     4  administering grants and reimbursements to counties pursuant to
     5  section 17, act of October 4, 1978 (P.L.864, No.167), known as
     6  the "Storm Water Management Act".
     7  Section 3.  Annual report.
     8     The Department of Environmental Resources shall report
     9  annually to the General Assembly concerning all grants and
    10  reimbursements awarded during the preceding 12 months.
    11  Section 4.  Effective date.
    12     This act shall take effect July 1, 1981.
