AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES,
MARCH 24, 1981
AN ACT
1 Authorizing the indebtedness, with the approval of the electors,
2 of an additional ten million dollars for loans to volunteer
3 fire companies, volunteer ambulance services and volunteer
4 rescue squads for the purpose of establishing or modernizing
5 facilities to house firefighting apparatus equipment,
6 ambulances and, rescue vehicles and UTILITY OR SPECIAL <--
7 SERVICE VEHICLES, for purchasing firefighting apparatus
8 equipment, ambulances and, rescue vehicles, UTILITY OR <--
9 SPECIAL SERVICE VEHICLES, protective and communications
10 equipment and any other accessory equipment necessary for the
11 proper performance of such organizations' duties AND FOR <--
12 REFINANCING CERTAIN DEBT OR CONTRACTS.
13 The General Assembly of the Commonwealth of Pennsylvania
14 hereby enacts as follows:
15 Section 1. The question of incurring indebtedness of an
16 additional $10,000,000 for loans to volunteer fire companies,
1 volunteer ambulance services and volunteer rescue squads for the
2 purpose of establishing or modernizing facilities to house
3 firefighting apparatus equipment, ambulances and, rescue <--
4 vehicles and UTILITY OR SPECIAL SERVICE VEHICLES, for purchasing <--
5 firefighting apparatus equipment, ambulances and, rescue <--
6 vehicles, UTILITY OR SPECIAL SERVICE VEHICLES, protective and <--
7 communications equipment and any other accessory equipment
8 necessary for the proper performance of such organizations'
9 duties AND FOR REFINANCING DEBT OR CONTRACTS ENTERED INTO AFTER <--
10 NOVEMBER 4, 1975 AND USED FOR THE PURCHASE OF APPARATUS
11 EQUIPMENT OR FOR THE CONSTRUCTION OR MODERNIZATION OF FACILITIES
12 OR FOR MODIFICATION OF APPARATUS EQUIPMENT IN ORDER TO COMPLY
13 WITH NATIONAL FIRE PROTECTION ASSOCIATION STANDARDS, shall be
14 submitted to the electors at the next primary, municipal or
15 general election following enactment of this act.
16 Section 2. The Secretary of the Commonwealth shall forthwith
17 certify the question to the county boards of election.
18 Section 3. The question shall be in substantially the
19 following form:
20 Do you favor the incurring of indebtedness of an
21 additional $10,000,000 for loans to volunteer fire companies,
22 volunteer ambulance services and volunteer rescue squads for
23 the purpose of establishing or modernizing facilities to
24 house firefighting apparatus equipment, ambulances and, <--

29 accessory equipment necessary for the proper performance of
30 such organizations' duties AND FOR REFINANCING DEBT OR <--

1 CONTRACTS ENTERED INTO AFTER NOVEMBER 4, 1975 AND USED FOR
2 THE PURCHASE OF APPARATUS EQUIPMENT OR FOR THE CONSTRUCTION
3 OR MODERNIZATION OF FACILITIES OR FOR MODIFICATION OF
4 APPARATUS EQUIPMENT IN ORDER TO COMPLY WITH NATIONAL FIRE
5 PROTECTION ASSOCIATION STANDARDS?
6 Section 4. The election shall be conducted in accordance
7 with the act of June 3, 1937 (P.L.1333, No.320), known as the
8 "Pennsylvania Election Code," except that the time limits for
9 advertisement of notice of the election may be waived as to the
10 question.
11 Section 5. Proceeds of the additional borrowing shall be
12 used through loans pursuant to the act of July 15, 1976
13 (P.L.1036, No.208), known as the "Volunteer Fire Company,
14 Ambulance Service and Rescue Squad Assistance Act," to volunteer
15 fire companies, volunteer ambulance services and volunteer
16 rescue squads for the purpose of establishing or modernizing
17 facilities to house firefighting apparatus equipment, ambulances
18 and, rescue vehicles and UTILITY OR SPECIAL SERVICE VEHICLES, <--
19 for purchasing firefighting apparatus equipment, ambulances and, <--
20 rescue vehicles, UTILITY OR SPECIAL SERVICE VEHICLES, protective <--
21 and communications equipment and any other accessory equipment
22 necessary for the proper performance of such organizations'
23 duties AND FOR REFINANCING DEBT OR CONTRACTS ENTERED INTO AFTER <--
24 NOVEMBER 4, 1975 AND USED FOR THE PURCHASE OF APPARATUS
25 EQUIPMENT OR FOR THE CONSTRUCTION OR MODERNIZATION OF FACILITIES
26 OR FOR MODIFICATION OF APPARATUS EQUIPMENT IN ORDER TO COMPLY
27 WITH NATIONAL FIRE PROTECTION ASSOCIATION STANDARDS.
28 Section 6. This act shall take effect immediately.
