                                     AN ACT

     1  Amending the act of April 9, 1929 (P.L.177, No.175), entitled
     2     "An act providing for and reorganizing the conduct of the
     3     executive and administrative work of the Commonwealth by the
     4     Executive Department thereof and the administrative
     5     departments, boards, commissions, and officers thereof,
     6     including the boards of trustees of State Normal Schools, or
     7     Teachers Colleges; abolishing, creating, reorganizing or
     8     authorizing the reorganization of certain administrative
     9     departments, boards, and commissions; defining the powers and
    10     duties of the Governor and other executive and administrative
    11     officers, and of the several administrative departments,
    12     boards, commissions, and officers; fixing the salaries of the
    13     Governor, Lieutenant Governor, and certain other executive
    14     and administrative officers; providing for the appointment of
    15     certain administrative officers, and of all deputies and
    16     other assistants and employes in certain departments, boards,
    17     and commissions; and prescribing the manner in which the
    18     number and compensation of the deputies and all other
    19     assistants and employes of certain departments, boards and
    20     commissions shall be determined," restricting the powers of
    21     the Environmental Quality Board as to fees charged to the
    22     public relating to the use of State parks.

    23     The General Assembly of the Commonwealth of Pennsylvania
    24  hereby enacts as follows:
    25     Section 1.  Clause (f) of section 1920-A, act of April 9,
    26  1929 (P.L.177, No.175), known as "The Administrative Code of
    27  1929," added December 3, 1970 (P.L.834, No.275), is amended to

     2     Section 1920-A.  Environmental Quality Board.--* * *
     3     (f)  The board shall establish such rules and regulations,
     4  not inconsistent with law, for the control, management,
     5  protection, utilization, development, occupancy and use of the
     6  lands and resources of State parks, as it may deem necessary to
     7  conserve the interests of the Commonwealth. Such rules and
     8  regulations shall be compatible with the purposes for which
     9  State parks are created. After the effective date of this
    10  amendatory act, no increased, additional or new charges or fees
    11  shall be imposed by the board on the public for activities,
    12  admissions, uses or privileges relating to State parks until
    13  such charges or fees are approved by the General Assembly. The
    14  board shall hold public hearings on such charges or fees before
    15  they are submitted to the General Assembly. Such public hearings
    16  shall be held in the general geographic area of the State park
    17  affected when the charges or fees relate to an individual park;
    18  and in the case of charges or fees effecting all State parks,
    19  the hearings shall be held in at least three separate locations
    20  in the eastern, western and central portions of the
    21  Commonwealth. After such public hearings where the opinions of
    22  the general public shall be solicited and considered, the board
    23  shall submit its recommendations to the General Assembly for
    24  approval. Such approval shall take the form of a concurrent
    25  resolution of the House of Representatives and Senate.

    27     Section 2.  This act shall take effect immediately.
