HOUSE RESOLUTION

                     In the House of Representatives, September 22, 1980

     1     WHEREAS, Senior citizens are being subjected to an ever
     2  increasing financial burden by the continuing escalation in real
     3  property school taxes on their homes; and
     4     WHEREAS, The House of Representatives recognizes that it is
     5  unfair for Pennsylvania senior citizens to bear the brunt of
     6  these taxes at a time in their lives when most are least able to
     7  afford it; and
     8     WHEREAS, Real property tax relief for senior citizens is a
     9  complicated social and legal issue that merits careful study so
    10  that an equitable solution can be reached to ease their burden
    11  without impairing the financial integrity of the Commonwealth's
    12  public school system; therefore be it
    13     RESOLVED, That the House of Representatives directs the
    14  Speaker of the House to appoint a select committee of seven
    15  members, four from the majority party and three from the
    16  minority party, to conduct a comprehensive study of the problem
    17  of property tax relief for senior citizens; and be it further

     1     RESOLVED, That the committee may hold hearings, take
     2  testimony, and make its study at such places as it deems
     3  necessary throughout the Commonwealth. Each member of the
     4  committee shall have power to administer oaths and affirmations
     5  to witnesses appearing before the committee; and be it further
     6     RESOLVED, That within 30 calendar days after the committee
     7  has made its report, the chairman of the committee shall cause a
     8  record of all expenses incurred by the committee, or the members
     9  thereof, which are payable at Commonwealth expense, to be filed
    10  with the Speaker of the House and the Speaker shall cause the
    11  same to be entered in the journal thereof. No expenses incurred
    12  by the committee or any member thereof shall be reimbursable by
    13  the Chief Clerk unless such expense shall first have been
    14  included as an expense item in the record heretofore required;
    15  and be it further
    16     RESOLVED, That the committee shall report its findings,
    17  together with its recommendations for appropriate legislation or
    18  otherwise, to the House of Representatives as soon as its study
    19  is completed.
