HOUSE RESOLUTION

No. 209 Session of 1980


        INTRODUCED BY MESSRS. J. L. WRIGHT, JR., MANMILLER, PICCOLA,
           YAHNER, STUBAN, COHEN, KLINGAMAN, McKELVEY, RAPPAPORT, REED,
           A. C. FOSTER, JR., BARBER, FREIND AND MOEHLMANN,
           MARCH 18, 1980

        AS REPORTED FROM COMMITTEE ON RULES, HOUSE OF REPRESENTATIVES,
           AS AMENDED, APRIL 29, 1980

                         In the House of Representatives, March 18, 1980

     1     WHEREAS, The House Select Committee - TMI learned that there
     2  existed at the time of the TMI incident, and immediately
     3  thereafter, several logistic, transportation and evacuation
     4  problems which the committee believes would not have existed had
     5  the plant been located away from a densely populated area; and
     6     WHEREAS, The committee agrees with the President's Commission
     7  on the Accident at Three Mile Island, that one of the most
     8  serious effects of the TMI incident was the physiological effect
     9  on the health of the residents in the area which would have been
    10  lessened had the plant not been located in an area of high
    11  population density; therefore be it
    12     RESOLVED, That the House of Representatives urge the
    13  Commonwealth, the Department of Environmental Resources, the
    14  Pennsylvania Public Utility Commission and the Nuclear
    15  Regulatory Commission to investigate the implementation of a
    16  plan of nuclear plant siting which would provide for location of

     1  plants in sparsely populated areas of the Commonwealth, such
     2  plan to also include siting input by surrounding municipalities
     3  within any potential danger area; and be it further
     4     RESOLVED, THAT THE HOUSE OF REPRESENTATIVES REQUESTS THE       <--
     5  GOVERNOR OF THE COMMONWEALTH, THE SECRETARY OF THE PENNSYLVANIA
     6  DEPARTMENT OF ENVIRONMENTAL RESOURCES, THE CHAIRMAN OF THE
     7  PENNSYLVANIA PUBLIC UTILITY COMMISSION AND THE CHAIRMAN OF THE
     8  NUCLEAR REGULATORY COMMISSION TO INDICATE TO THE CHAIRMAN OF THE
     9  SELECT COMMITTEE ON THREE MILE ISLAND, IN WRITING WITHIN 30 DAYS
    10  FOLLOWING RECEIPT OF A COPY OF THIS RESOLUTION, THE STATUS OF
    11  THE RECOMMENDATIONS SET FORTH HEREIN; AND BE IT FURTHER
    12     RESOLVED, That a copy of this resolution be transmitted to
    13  the Governor of the Commonwealth, the Secretary of Environmental
    14  Resources, the Chairman of the Public Utilities Commission and
    15  the Chairman of the Nuclear Regulatory Commission.
