                         In the House of Representatives, March 18, 1980

     1     WHEREAS, The House Select Committee - TMI found that there
     2  were no provisions included in the emergency evacuation plans in
     3  place at the time of the Three Mile Island incident to provide
     4  for the removal of pets and farm animals from the potentially
     5  endangered area; and
     6     WHEREAS, The committee found that there were no emergency
     7  plans in place at the time of the incident for the care of pets
     8  and livestock upon their removal; and
     9     WHEREAS, The committee found that a number of residents of
    10  the area would not have evacuated the area unless arrangements
    11  were provided for the care of their pets and that a significant
    12  number of dairy and cattle farmers in the area would not have
    13  left their herds under the circumstance of the Three Mile Island
    14  incident; and
    15     WHEREAS, The committee concludes that the Commonwealth's
    16  obligation to its citizens extends, as can be practicable, to


     1  the protection of not only the lives of its citizens, but also
     2  the property of its citizens; therefore be it
     3     RESOLVED, That the House of Representatives urge the
     4  Governor, the Pennsylvania Emergency Management Agency and the
     5  Department of Agriculture to develop a program of public
     6  information as to the handling of household pets in time of
     7  nuclear emergency; and be it further
     8     RESOLVED, That a study be made and provisions be included in
     9  all future emergency preparedness plans by the Commonwealth for
    10  the care of domestic farm animals in cases of evacuation,
    11  including the supply of housing and feed for such animals; and
    12  be it further
    13     RESOLVED, That a copy of this resolution be transmitted to
    14  the Governor of the Commonwealth, the Secretary of Agriculture
    15  and the Director of the Pennsylvania Emergency Management
    16  Agency.
