HOUSE RESOLUTION

No. 168 Session of 1980


        INTRODUCED BY RICHARDSON, HARPER, COHEN, BARBER, OLIVER,
           EARLEY, WHITE AND SHADDING, JANUARY 30, 1980

        REFERRED TO COMMITTEE ON RULES, JANUARY 31, 1980

                       In the House of Representatives, January 30, 1980

     1     WHEREAS, It appears that in the several State-owned and
     2  related colleges and universities there exists racial
     3  segregation and unlawful discrimination; and
     4     WHEREAS, Such segregation and/or discrimination would violate
     5  Federal and State civil rights and equal opportunity laws;
     6  therefore be it
     7     RESOLVED, That the Speaker of the House of Representatives
     8  appoint a special committee composed of five members of the
     9  House, three from the majority party and two from the minority,
    10  to investigate the several State-owned and related colleges and
    11  universities to determine the existence and extent of any
    12  unlawful racial segregation or discrimination; and be it further
    13     RESOLVED, That the committee may hold public hearings, take
    14  testimony and make its study at such places as it deems
    15  necessary within the Commonwealth. Each member of the committee
    16  shall have the power to administer oaths and affirmations to
    17  witnesses appearing before the committee; and be it further


     1     RESOLVED, That within 30 calendar days after the committee
     2  has made its report the chairman of the committee shall cause a
     3  record of all expenses incurred by the committee or the members
     4  thereof which are payable at Commonwealth expense to be filed
     5  with the Speaker of the House and the Speaker shall cause the
     6  same to be entered in the journal thereof. No expenses incurred
     7  by the committee or any member thereof shall be reimbursable by
     8  the Chief Clerk unless such expenses shall have first been
     9  included as an expense item in the record heretofore required;
    10  and be it further
    11     RESOLVED, That the committee make a report of its findings,
    12  together with any recommendations for remedial legislation as
    13  soon as possible to the House of Representatives.
