In the House of Representatives, May 31, 1979 1 RESOLVED, That House Rule 22 be amended to read: 2 RULE 22 3 First Consideration Bills 4 Bills reported from committees shall be considered for the 5 first time when reported and shall then be automatically removed 6 from the calendar and laid on the table, except House bills 7 reported from committees after the first Monday in June until 8 the first Monday in September which shall then be automatically 9 recommitted to the Committee on Rules. 10 After the first Monday in September, any bill which was 11 automatically recommitted to the Committee on Rules pursuant to 12 this Rule 22 shall automatically be re-reported to the floor of 13 the House and laid on the table. 14 The Rules Committee shall not in any instance have the power 15 to amend a bill that has already gone through another committee. 16 Any bill which was automatically laid on the table pursuant
1 to this Rule 22 and has remained on the table for fifteen 2 legislative days shall automatically be removed from the table 3 and returned to the calendar for second consideration the next 4 legislative day. 5 Any bill which was automatically laid on the table pursuant 6 to this Rule 22 may be removed from the table by motion of the 7 Majority Leader, or his designee, acting on a report of the 8 Committee on Rules. Such report shall be in writing and a copy 9 thereof distributed to each member. Any bill so removed from the 10 table shall be placed on the second consideration calendar on 11 the legislative day following such removal. Nothing herein shall 12 affect the right of any member to make a motion to remove a bill 13 from the table. 14 Amendments shall not be proposed, nor is any other motion in 15 order on first consideration. 16 Bills shall not be considered beyond first consideration 17 until the latest print thereof is on the desks of the members. 18 [Any noncontroversial bill, which is defined as any bill, 19 other than an appropriations bill, approved by a committee with 20 no negative votes or abstentions, shall be placed on an 21 uncontested calendar. Bills on the uncontested calendar shall be 22 voted upon by a single roll-call vote. Each bill listed on the 23 uncontested calendar will be printed separately in the journal 24 with the vote recorded on the approval of the uncontested 25 calendar as the vote on final passage of each bill contained 26 therein. 27 If any member should object to the placement of a bill on the 28 uncontested calendar, the bill shall be automatically removed 29 from the uncontested calendar and placed on the regular calendar 30 the next legislative day.] E31L68DGS/19790H0088R1646 - 2 -
