HOUSE RESOLUTION

        INTRODUCED BY KERNICK, COHEN, PETRARCA, McCALL, CHESS,
           KNIGHT, GRABOWSKI, B. D. CLARK, ITKIN, IRVIS, MANDERINO,
           COWELL, AUSTIN, PISTELLA, MICHLOVIC, SHUPNIK AND
           WARGO, MAY 2, 1979

        REFERRED TO COMMITTEE ON RULES, MAY 2, 1979

                            In the House of Representatives, May 2, 1979

     1     WHEREAS, Both the Secretary of the Pennsylvania Department of
     2  Transportation and the Governor of the Commonwealth pledge that
     3  the department, in its attempt to restore a tarnished image
     4  brought about by years of alleged corruption and mismanagement,
     5  will be operated on a purely nonpolitical basis; and
     6     WHEREAS, A substantial portion of the responsibility for
     7  restoring that image through the issuance of fair, impartial and
     8  informative news releases is vested in the Public Information
     9  Office of PennDot; and
    10     WHEREAS, The supervisor of that office, William Green,
    11  through a politically motivated statement to the Penn Hills
    12  Progress, a newspaper in Allegheny County, caused a false,
    13  malicious and derogatory article to be published representing
    14  Representative Phyllis Kernick's role in the replacement of the
    15  condemned Milltown Bridge; and
    16     WHEREAS, The aforementioned William Green admitted to


     1  Representative Kernick he did not attempt to corroborate his
     2  erroneous remarks by first determining the facts by contacting
     3  either Representative Kernick or the proper officials in the
     4  Department of Transportation; and
     5     WHEREAS, William Green's conduct in releasing an unconfirmed
     6  and defamatory story about Representative Kernick is contrary to
     7  the best interest of the Pennsylvania Department of
     8  Transportation; therefore be it
     9     RESOLVED, That the House of Representatives of the
    10  Commonwealth of Pennsylvania petitions the Governor, the
    11  Honorable Dick Thornburgh, to take whatever action is necessary
    12  to remove William Green from his position in the Department of
    13  Transportation; and be it further
    14     RESOLVED, That a copy of this document be delivered to the
    15  Governor of the Commonwealth of Pennsylvania, the Honorable Dick
    16  Thornburgh.
