In the House of Representatives, March 27, 1979 1 RESOLVED, That House Rule 19 be amended to read: 2 RULE 19 3 Bills Referred to Committees 4 (1) No bill shall be considered unless referred to a 5 committee, printed for the use of the members and returned 6 therefrom. 7 (2) No general appropriations bill, nonpreferred 8 appropriations bill, general budget bill or capital budget bill 9 shall be introduced by or considered by the Appropriations 10 Committee without a full review and written recommendation for 11 the level of funding for that appropriation by the appropriate 12 standing committee as listed below. In the case of 13 appropriations requests in the form of Senate bills, the 14 Appropriations Committee shall not consider such legislation 15 without following the same procedure as outlined above.
1 (3) Each Standing Committee shall make the initial review of 2 any budget or appropriations request from any executive office, 3 State department, agency, board or commission, within its 4 jurisdiction as outlined below. In carrying out its review of 5 any budget or appropriations request, the committee may hold 6 public hearings, require testimony of appropriate officials and 7 request any other pertinent information the committee feels 8 necessary to make a complete report and written recommendation 9 to the Appropriations Committee on the budget request. 10 (4) In order to facilitate the Standing Committee's review, 11 the Appropriations Committee shall submit to each committee 12 chairman, a maximum funding limit, which shall represent the 13 total dollar amount the Appropriations Committee deems available 14 for all executive offices, State departments, agencies, boards 15 or commissions within the jurisdiction of the Standing 16 Committee. This dollar amount shall be submitted to each 17 Standing Committee chairman no later than April 1 of each year 18 in the case of a general appropriations bill, and no later than 19 30 days after the Appropriations Committee receives a request 20 for nonpreferred, general budget or capital budget 21 appropriations. 22 (5) In addition, upon request of the Standing Committee 23 chairman, the Appropriations Committee shall furnish assistance 24 to any Standing Committee for the purpose of that committee's 25 review and recommendations. 26 (6) When the Standing Committee submits its written report 27 and recommendation for funding to the Appropriations Committee, 28 and the sum of all funding recommendations within its 29 jurisdiction does not exceed the maximum funding limit 30 established by the Appropriations Committee, the Appropriations 19790H0039R0964 - 2 -
1 Committee shall include that recommendation within any 2 legislation it reports to the floor for consideration without 3 alteration. 4 (7) In the case where a committee recommendation for funding 5 exceeds the maximum funding limit, the Appropriations Committee 6 may accept that recommendation; but in all instances where the 7 Appropriations Committee decides to reduce the funding level 8 below the recommendation of the Standing Committee, it must 9 maintain the ratio of funding established by the Standing 10 Committee between the executive offices, State departments, 11 agencies, boards and commissions within its jurisdiction. 12 (8) Where two committees share joint responsibilities over 13 an executive office, State department, agency, board or 14 commission, the committees involved shall act jointly in their 15 review and shall, if necessary, hold joint public hearings. 16 After their joint review is completed, they shall submit a joint 17 recommendation to the Appropriations Committee. 18 (9) The Standing Committee shall complete its review and 19 make its written recommendation to the Appropriations Committee 20 on any general appropriations request no later than May 1 of the 21 year; and in the case of nonpreferred requests, general budget 22 requests or capital budget requests, no later than 30 days after 23 it receives its maximum funding limit from the Appropriations 24 Committee. 25 (10) Where a Standing Committee has standing subcommittees, 26 the committee may delegate its review responsibility to a 27 subcommittee: Provided, however, That the final review and 28 recommendation comes from the full Standing Committee. 29 (11) All Standing Committees may submit changes in their 30 recommendations for funding levels to the Appropriations 19790H0039R0964 - 3 -

Nonpreferred legislation requesting 19 appropriations for health care facilities and health/social 20 service related issues shall be reviewed by the Health and 21 Welfare Committee. All other nonpreferred legislation shall be 22 reviewed by the Appropriations Committee. 23 (14) Any specific appropriations request by an executive 24 office, State department, agency, board or commission not 25 outlined above, shall be reviewed by the Appropriations 26 Committee.
