In the House of Representatives, January 22, 1979 1 WHEREAS, Taxpayers throughout the Commonwealth are clamoring 2 for relief from the increasingly heavy and inequitable burden of 3 local school taxes; and 4 WHEREAS, Due to serious administrative difficulties and poor 5 assessment practices, local property tax revenues have become 6 less and less adequate to meet the requirements of school 7 budgets caught in the grips of inflation; and 8 WHEREAS, The sharing of tax bases between municipalities and 9 school districts has been the source of tax policy conflicts; 10 and 11 WHEREAS, Public officials and taxpayers organizations 12 throughout the Commonwealth are proposing numerous and varied 13 alternatives to property taxes as the principal basis for local 14 financing of public schools and are calling for a reexamination 15 of other local school taxes and for comprehensive school tax 16 reform; therefore be it 17 RESOLVED, That the Joint State Government Commission appoint
1 a task force to conduct a thorough study of alternative methods 2 of financing public schools in Pennsylvania directed toward the 3 development of an equitable and efficient system of public 4 school financing adequate to the contemporary needs of 5 Pennsylvania school districts; and be it further 6 RESOLVED, That the Joint State Government Commission report 7 the findings of the task force along with appropriate drafts of 8 legislation to the General Assembly as soon as possible.
