AN ACT
1 Making an appropriation to the Department of Justice for the
2 payment of certain moral claims against the Commonwealth.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. The sum of $100,000, or as much thereof as may be
6 necessary, is hereby specifically appropriated to the Department
7 of Justice for the payment of moral claims against the
8 Commonwealth arising from the unconscionable loss of liberty
9 resulting from detention for 34 years in Farview State Hospital
10 of a person who allegedly broke into a railroad car and stole
11 six candy bars.
12 Section 2. Payment from said appropriation shall be made by
13 requisition of the Department of Justice, upon proof of such
14 claim to the satisfaction of the Department of Justice and the
15 Department of the Auditor General.
16 Section 3. This act shall take effect immediately.
