                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for processing fees for certain
     3     retired persons.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1901(c) of Title 75, act of November 25,
     7  1970 (P.L.707, No.230), known as the Pennsylvania Consolidated
     8  Statutes, is amended to read:
     9  § 1901.  Exemption of entities and vehicles from fees.

    11     (c)  Processing fee in lieu of registration fee.--No
    12  registration fee shall be charged for vehicles registered by any
    13  of the following but the department shall charge a fee of $10 to
    14  cover the costs of processing for issuing or renewing the
    15  registration:
    16         (1)  Hospital.
    17         (2)  Humane society.
    18         (3)  Nonprofit youth center.

     1         (4)  American Red Cross.
     2         (5)  Church.
     3         (6)  Girl Scouts of America.
     4         (7)  Boy Scouts of America.
     5         (8)  Salvation Army.
     6         (9)  Duly chartered posts of national veterans'
     7     organizations.
     8         (10)  Young Men's Christian Association.
     9         (11)  Young Men's Hebrew Association.
    10         (12)  Young Women's Christian Association.
    11         (13)  Young Women's Hebrew Association.
    12         (14)  Jewish Community Center.
    13         (15)  Nonprofit corporations of musical marching groups
    14     of youths.
    15         (16)  Any person who is retired and receiving social
    16     security or other pension and whose total income does not
    17     exceed [$7,500] $10,000 per year. Unless the retired person
    18     is physically or mentally incapable of driving the vehicle,
    19     the retired person shall be the principal driver of the
    20     vehicle but may from time to time authorize another person to
    21     drive the vehicle in his or her stead.
    22         (17)  Any veteran who lost a limb or eye or who became
    23     partially paralyzed while serving in the armed forces of the
    24     United States.

    26     Section 2.  This act shall take effect in six months and
    27  shall apply to fees collected on and after that date.
