                                  A SUPPLEMENT

     1  To the act of       (P.L.   , No.), entitled "An act providing
     2     for the capital budget for the fiscal year 1979-1980,"
     3     itemizing a public improvement project, to be constructed by
     4     the Department of General Services together with its
     5     estimated financial cost; authorizing the incurring of debt
     6     without the approval of the electors for the purpose of
     7     financing the project to be constructed by the Department of
     8     General Services, stating the estimated useful life of the
     9     project and making an appropriation.

    10     The General Assembly of the Commonwealth of Pennsylvania
    11  hereby enacts as follows:
    12     Section 1.  Itemization and Authorization of Project.--An
    13  additional capital project in the category of public improvement
    14  projects to be constructed by the Department of General
    15  Services, its successors or assigns, and to be financed by the
    16  incurring of debt, is hereby itemized, together with the
    17  respective estimated financial cost and the total additional
    18  amount authorized for the public improvement project as follows:

    21    I.  Department of Education....................    $8,034,000

     5             $6,695,000)
     6     Section 2.  Debt Authorization.--The Governor, Auditor
     7  General and State Treasurer are hereby authorized and directed
     8  to borrow, from time to time, in addition to any authorization
     9  heretofore or hereafter enacted, on the credit of the
    10  Commonwealth, subject to the limitations provided in the current
    11  capital budget, money not exceeding in the aggregate the sum of
    12  $8,034,000 as may be found necessary to carry out the
    13  construction of the public improvement project specifically
    14  itemized in a capital budget.
    15     Section 3.  Issue of Bonds.--The indebtedness herein
    16  authorized shall be incurred from time to time and shall be
    17  evidenced by one or more series of general obligation bonds of
    18  the Commonwealth in such aggregate principal amount for each
    19  series as the Governor, Auditor General and State Treasurer
    20  shall determine, but the latest stated maturity date shall not
    21  exceed 30 years from the date of the bond first issued for each
    22  such series.
    23     Section 4.  Estimated Useful Life of Project.--The General
    24  Assembly states the estimated useful life of the public
    25  improvement project heretofore itemized is not less than 30
    26  years from the date of completion thereof, which period is
    27  hereby stated to be the maximum term of the debt to be incurred.
    28     Section 5.  Appropriation.--The net proceeds of the sale of
    29  the obligations herein authorized is hereby appropriated from
    30  the Capital Facilities Fund to the Department of General

     1  Services in the maximum amount of $8,034,000 to be used by it
     2  exclusively to defray the financial cost of the public
     3  improvement project specifically itemized in a capital budget.
     4  After reserving or paying the expenses of the sale of the
     5  obligation, the State Treasurer shall pay out to the Department
     6  of General Services the moneys as required and certified by it
     7  to be legally due and payable.
     8     Section 6.  Allocation of Funds.--Whenever as determined by
     9  the Department of General Services the full estimated financial
    10  cost of the public improvement project itemized in section 1
    11  hereof is not necessary for the proper design or construction of
    12  the project, the excess funds no longer required may be
    13  allocated to increase the estimated cost of any one or more of
    14  the public improvement projects specifically itemized in a
    15  capital budget.
    16     Section 7.  Effective Date.--This act shall take effect
    17  immediately.
