                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statues, providing for the issuance of special certificate of
     3     identification for the use of handicapped persons.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Subsection (d) of section 3354 of Title 75, act
     7  of November 25, 1970 (P.L.707, No.230), known as the
     8  Pennsylvania Consolidated Statutes, is amended by adding a
     9  paragraph to read:
    10  § 3354.  Additional parking regulations.

    12     (d)  Handicapped persons and disabled veterans.--
    13         * * *
    14         (3)  A handicapped person shall be entitled to receive,
    15     and the department may issue, under the rules and upon the
    16     application as it shall prescribe, a serially numbered
    17     transferable certificate of identification for the personal
    18     use of the handicapped person. The certificate may be used by

     1     a person other than the handicapped person for the sole
     2     purpose of providing transportation to the handicapped
     3     person. A handicapped person holding a certificate of
     4     identification shall be entitled to courtesy in the parking
     5     of the vehicle which shall relieve him from liability for a
     6     violation with respect to parking, other than in a fire lane.
     7     A certificate issued as provided in this section shall be
     8     displayed on the lower left corner of the front windshield of
     9     the vehicle while being parked by or under the direction of a
    10     handicapped person pursuant to this section. Upon conviction
    11     of an offense involving a violation of the special privileges
    12     hereby conferred upon holders of the special certificates, a
    13     magistrate or judge trying the case shall be authorized, as a
    14     part of any penalty imposed, to confiscate the serially
    15     numbered certificate herein provided and to return it to the
    16     department together with a certified copy of the sentence
    17     imposed.

    19     Section 2.  This act shall take effect in 60 days.
