A SUPPLEMENT 1 To the act of (No. ), entitled "An act providing for 2 the capital budget for the fiscal year 1979-1980," itemizing 3 public improvement projects of the Department of General 4 Services, together with their estimated financial cost, 5 authorizing the incurring of debt for the projects without 6 approval of the electors to complete projects in the category 7 of public improvements by acquisition of original furniture 8 and equipment to be acquired by the Department of General 9 Services, stating the estimated useful life of such projects 10 and making an appropriation. 11 The General Assembly of the Commonwealth of Pennsylvania 12 hereby enacts as follows: 13 Section 1. Short Title.--This supplement shall be known and 14 may be cited as the "Capital Budget Act for Fiscal Year 1979- 15 1980, Public Improvement Project Itemization Supplement - 16 Department of General Services." 17 Section 2. Itemization and Authorization of Projects.-- 18 Additional capital projects in the category of public 19 improvements, consisting of the acquisition of original movable 20 furniture and equipment to complete public improvement projects, 21 to be financed by the incurring of debt, and to be purchased by 22 the Department of General Services, are hereby itemized together

Debt Authorization.--The Governor, Auditor 22 General and State Treasurer are hereby authorized and directed 23 to borrow, from time to time, in addition to any authorization 24 heretofore or hereafter enacted, on the credit of the 25 Commonwealth, subject to the limitations provided in the current 26 capital budget, money not exceeding in the aggregate the sum of 27 $1,210,000 as may be found necessary to carry out additional 28 capital projects in the category of public improvements, 29 consisting of the acquisition of original furniture and 30 equipment to complete public improvement projects specifically 19790H1544B1821 - 2 -
1 itemized in a capital budget. 2 Section 4. Estimated Useful Life of Projects.--The General 3 Assembly states the estimated useful life of all public 4 improvement projects consisting of the acquisition of original 5 furniture and equipment, heretofore itemized in the capital 6 budget for the fiscal year 1979-1980, is not less than ten years 7 from the date of acquisition. 8 Section 5. Appropriation.--The net proceeds of the sale of 9 obligations herein authorized are hereby appropriated from the 10 Capital Facilities Fund to the Department of General Services in 11 the maximum amount of $1,210,000 to be used by it exclusively to 12 defray the financial costs of public improvement projects 13 consisting of the acquisition of original furniture and 14 equipment, specifically itemized in this capital budget. After 15 reserving or paying the expenses of the sale of the obligations, 16 the State Treasurer shall pay out to the Department of General 17 Services the moneys as required and certified by it to be 18 legally due and payable. 19 Section 6. Lapse of Funds.--Whatsoever of the amount herein 20 appropriated is unexpended or unencumbered three years after the 21 effective date of this act, shall lapse. 22 Section 7. Federal Funds.--In addition to those funds 23 appropriated in section 5, all moneys received from the Federal 24 Government for the purchase of furniture and equipment for the 25 public improvement projects specifically itemized herein, are 26 also hereby appropriated for those projects. 27 Section 8. Effective Date.--This act shall take effect July 28 1, 1979, or if enacted subsequent to this date, immediately. F21L53RZ/19790H1544B1821 - 3 -
