AN ACT 1 Amending the act of December 10, 1974 (P.L.865, No.292), 2 entitled "An act authorizing municipalities to expend Federal 3 general revenue sharing or general funds for social service 4 programs for the poor, the disabled and the aging, and to 5 jointly cooperate in the sponsorship, establishment, 6 administration, maintenance and operation of such programs," 7 authorizing expenditures for certain recreational purposes. 8 The General Assembly of the Commonwealth of Pennsylvania 9 hereby enacts as follows: 10 Section 1. Section 1, act of December 10, 1974 (P.L.865, 11 No.292), entitled "An act authorizing municipalities to expend 12 Federal general revenue sharing or general funds for social 13 service programs for the poor, the disabled and the aging, and 14 to jointly cooperate in the sponsorship, establishment, 15 administration, maintenance and operation of such programs," 16 amended December 3, 1975 (P.L.478, No.141), is amended to read: 17 Section 1. Every municipality may, by passage of an 18 ordinance by its governing body, in any year expend all or part 19 of any moneys received as payment to local governments pursuant 20 to Title I of Public Law 92-512, the "State and Local Fiscal 21 Assistance Act of 1972," or its general municipal funds for
1 social service programs for the poor, the disabled and the 2 aging, and for sites of established historical, architectural or 3 esthetical value, and for recreational programs not directly 4 sponsored by the municipality, provided such programs do not 5 duplicate although they may expand programs of the Commonwealth 6 or of the United States Government. Nothing contained herein 7 shall prohibit the use of the funds in the matching of local 8 funds with State or Federal funds in so far as permitted by law 9 or regulation. Unless contrary to Federal statutes and 10 regulations, no person shall be denied participation in, or the 11 benefits of social service programs so funded because said 12 person is not a public assistance recipient. 13 Section 2.
