AN ACT 1 To further provide for the expenses of the Executive and 2 Legislative Departments of the Commonwealth for the fiscal 3 period July 1, 1978 to June 30, 1979, and to make additional 4 appropriations from the Federal augmentation to the Executive 5 and Legislative Departments for the fiscal period July 1, 6 1978 to June 30, 1979. 7 The General Assembly of the Commonwealth of Pennsylvania 8 hereby enacts as follows: 9 Section 1. This act shall be known and may be cited as the 10 "Supplemental Appropriation Act of 1978." 11 Section 2. The following sums, or as much thereof as may be 12 necessary, are hereby specifically appropriated from the General 13 Fund to the several hereinafter named agencies of the Executive 14 and Legislative Departments of the Commonwealth for the payment 15 of salaries, wages or other compensation and travel expenses of 16 the duly elected or appointed officers and employees of the 17 Commonwealth, for payment of fees of contractual services 18 rendered, for the purchase or rental of goods, services, 19 printing, equipment, land and buildings and for payment of any 20 other expenses, as provided by law or by this act, necessary for
1 the proper conduct of the duties, functions and activities and 2 for the purposes hereinafter set forth for the fiscal period 3 beginning July 1, 1978 and for the payment of bills incurred and 4 remaining unpaid at the close of the fiscal period ending June 5 30, 1978. 6 I. Executive Department 7 To the Governor 8 For the salaries, wages and all necessary 9 expenses for the following purposes and activities, 10 including the maintenance of the Executive Mansion, 11 the expense of entertainment of official guests 12 and members of the General Assembly and the Judiciary, 13 participation in the Governor's Conference, the 14 expenses of the Executive Board, and for the payment 15 of traveling expenses of persons other than employees 16 of the Commonwealth appointed by the Governor to 17 represent or otherwise serve the Commonwealth. 18 Administration of the Office of Governor........ $2,497,000 19 To the Department of Justice 20 For general government operations: 21 Civil Law....................................... $1,668,000 22 To the Department of Public Welfare 23 For county administration...................... $100,217,000 24 FOR ADMINISTRATION OF THE STATE MENTAL HEALTH <-- 25 AND MENTAL RETARDATION LEGISLATION EXCLUSIVE OF 26 CAPITAL IMPROVEMENTS; FOR PAYMENTS TO REIMBURSE 27 COUNTIES, COUNTY INSTITUTION DISTRICTS AND PRIVATE 28 INSTITUTIONS; AND FOR THE CARE OF MENTAL PATIENTS 29 BOARDED OUT BY THE STATE INSTITUTIONS FOR THE 30 MENTALLY ILL AND MENTALLY RETARDED................. 106,349,000 19790H0056B0251 - 2 -

Federal Augmentation Funds 8 The following sum, or as much thereof as may 9 be necessary, is hereby specifically appropriated 10 from the Federal augmentation funds to the 11 following agency of the Executive Department of 12 the Commonwealth for the payment of the expenses 13 of implementing and carrying out the program 14 stated herein for the fiscal year beginning 15 July 1, 1978: 16 Executive Department 17 To the Department of Public Welfare 18 THE FOLLOWING FEDERAL AUGMENTAION AMOUNTS, OR <-- 19 AS MUCH THEREOF AS MAY BE NECESSARY, ARE HEREBY 20 SPECIFICALLY APPROPRIATED TO SUPPLEMENT THE SUM OF 21 $8,715,000 APPROPRIATED FROM COMMONWEALTH REVENUES 22 FOR SERVICES FOR THE AGING: 23 FOOD DISTRIBUTION (FOOD DONATION PROGRAM).......... $2,500,000 24 The following Federal Title XX Social Services 25 augmentation amount, or as much thereof as may be 26 necessary, is hereby specifically appropriated to 27 supplement the sum of $19,244,000 appropriated 28 from Commonwealth revenues for day care: 29 "Title XX - Social Services" - for provision of 30 social services to eligible persons in day care 19790H0056B0251 - 3 -

LEGISLATIVE DEPARTMENT 3 To the State Ethics Commission 4 For the salaries, wages and necessary expenses 5 incurred pursuant to the act of October 4, 1978 6 (No.170) referred to as the Public Official and 7 Employees Ethics Law............................... $100,000 8 Section 3. It is the intent of the General Assembly that any 9 appropriation under the provisions of this act which is the same 10 or similar to an appropriation under the act of May 31, 1978 11 (No.16A), entitled "An act to provide for the expenses of the 12 Executive, Legislative and Judicial Departments of the 13 Commonwealth, the public debt and for the public schools for the 14 fiscal period July 1, 1978 to June 30, 1979, and for the payment 15 of bills incurred and remaining unpaid at the close of the 16 fiscal period ending June 30, 1978," as amended, or the act of 17 July 1, 1978 (No.56A), entitled "An act appropriating the 18 Federal augmentation to the Executive and Judicial Departments 19 of the Commonwealth and establishing restricted receipts 20 accounts for the fiscal period July 1, 1978 to June 30, 1979 and 21 for the payment of bills incurred and remaining unpaid at the 22 close of the fiscal period ending June 30, 1978," shall replace 23 such appropriations. 24 Section 4. (a) The act of May 31, 1978 (No.16A), known as 25 the "General Appropriation Act of 1978," as amended, is repealed 26 insofar as it is inconsistent herewith. 27 (b) The act of July 1, 1978 (No.56A), known as the "Federal 28 Augmentation Appropriation Act of 1978," is repealed insofar as 29 it is inconsistent herewith. 30 Section 5.
