AN ACT 1 Amending the act of June 13, 1967 (P.L.31, No.21), entitled, "An 2 act to consolidate, editorially revise, and codify the public 3 welfare laws of the Commonwealth," increasing the 4 Commonwealth's share of the payment of the costs and expenses 5 for the care of certain children. 6 The General Assembly of the Commonwealth of Pennsylvania 7 hereby enacts as follows: 8 Section 1. Clause (4) of subsection (a) of section 704.1, 9 act of June 13, 1967 (P.L.31, No.21), known as the "Public 10 Welfare Code," added July 9, 1976 (P.L.846, No.148), is amended 11 to read: 12 Section 704.1. Payments to Counties for Services to 13 Children.--(a) The department shall reimburse county 14 institution districts or their successors for expenditures 15 incurred by them in the performance of their obligation pursuant 16 to this act and the act of December 6, 1972 (P.L.1464, No.333), 17 known as the "Juvenile Act," in the following percentages: 18 * * * 19 (4) Fifty percent for the period January 1, 1978 to June 30, 20 1978; seventy-five percent for the period July 1, 1978 to June
1 30, 1979; and ninety percent for the period July 1, 1979 to June 2 30, 1980 and each fiscal year thereafter of the actual cost of 3 care and support of a child placed by a county child welfare 4 agency or a child committed by a court pursuant to the act of 5 December 6, 1972 (P.L.1464, No.333), known as the "Juvenile 6 Act," to the legal custody of a public or private agency 7 approved or operated by the department other than those services 8 described in clause (2). The Auditor General shall ascertain the 9 actual expense for fiscal year 1974-1975 and each year 10 thereafter by the Department of Public Welfare for each of the 11 several counties and each city of the first class whose children 12 resident within the county or city of the first class directly 13 received the benefit of the Commonwealth's expenditure. The 14 Auditor General shall also ascertain for each Commonwealth 15 institution or facility rendering services to delinquent or 16 deprived children the actual average daily cost of providing 17 said services. The Auditor General shall certify to each county 18 and city of the first class the allocated Commonwealth 19 expenditures incurred on behalf of its children and notify the 20 Secretary of Public Welfare and each county and city of the 21 first class of same. 22 * * * 23 Section 2.
