                                     AN ACT

     1  Authorizing the Department of General Services with the
     2     concurrence of the Department of Environmental Resources, in
     3     the name of the Commonwealth of Pennsylvania to sell and
     4     convey to Jones and Laughlin Steel Corporation a tract of
     5     land within the bed of the Monongahela River in the 15th Ward
     6     of the City of Pittsburgh, Allegheny County, Pennsylvania,
     7     adjacent to and having a common boundary with lands presently
     8     owned by the same company to the north containing 1.8935
     9     acres, more or less.

    10     The General Assembly of the Commonwealth of Pennsylvania
    11  hereby enacts as follows:
    12     Section 1.  The Department of General Services with the
    13  concurrence of the Department of Environmental Resources, acting
    14  on behalf of the Commonwealth of Pennsylvania for a
    15  consideration which shall be the actual FAIR market value of the  <--
    16  COMMONWEALTH INTEREST IN A tract of property hereinafter          <--
    17  described as determined by an independent appraisal service
    18  chosen by the Secretary of General Services is hereby authorized
    19  to convey in fee BY QUIT CLAIM DEED to Jones and Laughlin Steel   <--
    20  Corporation, a corporation with offices in the City of
    21  Pittsburgh, Pennsylvania, its successors and assigns, THE RIGHT,  <--


     1  TITLE AND INTEREST OF THE COMMONWEALTH IN a tract of land within
     2  the bed of the Monongahela River in the 15th Ward of the City of
     3  Pittsburgh, Allegheny County, Pennsylvania, lying between the
     4  Pool Full Elevation of 710.0 as established by the United States
     5  Corps of Engineers and the limit of construction as proposed by
     6  Jones and Laughlin Steel Corporation, adjacent to and having a    <--
     7  common boundary with lands presently owned by the company to the
     8  north containing 1.8935 acres, more or less, described as
     9  follows:
    10     All that certain tract or parcel of ground situate in the
    11  15th Ward, City of Pittsburgh, Allegheny County, Commonwealth of
    12  Pennsylvania, as shown on a plan titled "Property to be Acquired
    13  for Barge Unloading Facility, Jones and Laughlin Steel
    14  Corporation, Pittsburgh Works", reference drawing PZ-528 as
    15  prepared by Alex Hutchinson and Son, registered engineer,
    16  Wilkinsburg, Pennsylvania, dated March 2, 1978, being more
    17  particularly bounded and described as follows:
    18     Beginning at a point on the north bank of the Monongahela
    19  River at Pool Full Elevation 710.0 as established by the United
    20  States Corps of Engineers, said point being the following
    21  courses and distances from a point of curve having coordinate
    22  value
    23                            + Y 30321.55
    24                            - X 24234.43

    25  of the United States Harbor Line, as established by the
    26  aforementioned Corps of Engineers; north 40 degrees 11 minutes
    27  51.8 seconds west a distance of 392.55 feet measured along the
    28  aforementioned United States Harbor Line and north 55 degrees 06
    29  minutes 20 seconds east a distance of 9.21 feet to the point at
    30  the place of beginning; thence along the north bank of the

     1  Monongahela River following the aforementioned Pool Full
     2  Elevation of 710.0 the following courses and distances: south 45
     3  degrees 28 minutes 14 seconds east a distance of 136.43 feet to
     4  a point, south 35 degrees 17 minutes 28 seconds east a distance
     5  of 253.78 feet to a point, south 32 degrees 07 minutes 17
     6  seconds east a distance of 198.20 feet to a point, south 34
     7  degrees 36 minutes 51 seconds east a distance of 223.57 feet to
     8  a point, south 33 degrees 04 minutes 29 seconds east a distance
     9  of 426.03 feet to a point, south 29 degrees 23 minutes 25
    10  seconds east a distance of 240.45 feet to a point, south 25
    11  degrees 03 minutes 14 seconds east a distance of 279.83 feet to
    12  a point, south 23 degrees 07 minutes 08 seconds east a distance
    13  of 282.70 feet to a point, south 19 degrees 51 minutes 43
    14  seconds east a distance of 110.43 feet to a point; thence
    15  extending into the aforementioned Monongahela River south 65
    16  degrees 24 minutes 56 seconds west for a distance of 12.01 feet
    17  to a point on the limit of construction proposed by the
    18  aforementioned Jones and Laughlin Steel Corporation; thence by
    19  the aforementioned limit of construction the following courses
    20  and distances: north 24 degrees 35 minutes 04 seconds west a
    21  distance of 403.86 feet to a point, south 65 degrees 24 minutes
    22  56 seconds west a distance of 47.00 feet to a point, north 24
    23  degrees 35 minutes 04 seconds west a distance of 54.00 feet to a
    24  point, north 65 degrees 24 minutes 56 seconds east a distance of
    25  47.00 feet to a point, north 24 degrees 35 minutes 04 seconds
    26  west a distance of 302.99 feet to a point, north 34 degrees 53
    27  minutes 40 seconds west a distance of 1382.99 feet to a point,
    28  north 55 degrees 06 minutes 20 seconds east a distance of 30.28
    29  feet to a point at the place of beginning. Containing an area of
    30  1.8935 acres, MORE OR LESS.                                       <--

     1     Section 2.  Costs and fees incident to determining the actual  <--
     2  FAIR market value shall be borne by the Jones and Laughlin Steel  <--
     3  Corporation.
     4     Section 3.  The deed of conveyance hereby contemplated shall
     5  be executed by the Department of General Services in the name of
     6  the Commonwealth of Pennsylvania after approval by the
     7  Department of Justice with the concurrence of the Department of
     8  Environmental Resources.
     9     Section 4.  This act shall take effect immediately.
