                                     AN ACT

     1  Amending the act of August 20, 1977 (No.11-A), entitled "An act
     2     to provide for the expenses of the Executive, Legislative and
     3     Judicial Departments of the Commonwealth, the public debt and
     4     for the public schools for the fiscal period July 1, 1977 to
     5     June 30, 1978, and for the payment of bills incurred and
     6     remaining unpaid at the close of the fiscal period ending
     7     June 30, 1977," changing certain appropriations.

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  Section 2, act of August 20, 1977 (No.11-A),
    11  known as the "General Appropriation Act of 1977," is amended by
    12  changing certain items to read:
    13     Section 2.  The following sums, or as much thereof as may be
    14  necessary, are hereby specifically appropriated from the General
    15  Fund to the several hereinafter named agencies of the Executive,
    16  Legislative and Judicial Departments of the Commonwealth for the
    17  payment of the salaries, wages or other compensation and travel
    18  expense of the duly elected or appointed officers and employees
    19  of the Commonwealth, for payment of fees of contractual services
    20  rendered, for the purchase or rental of goods, services,


     1  printing, equipment, land and buildings and for payment of any
     2  other expenses, as provided by law or by this act, necessary for
     3  the proper conduct of the duties, functions and activities and
     4  for the purposes hereinafter set forth for the fiscal period
     5  beginning July 1, 1977 and for the payment of bills incurred and
     6  remaining unpaid at the close of the fiscal period ending June
     7  30, 1977.
     8                      I.  EXECUTIVE DEPARTMENT

    11  expenses for the following purposes and activities,
    12  including the maintenance of the Executive Mansion,
    13  the expense of entertainment of official guests and
    14  members of the General Assembly and the Judiciary,

    18  liabilities:  Provided, That the Secretary
    19  of Education, with the approval of the Governor,
    20  may make payments from this appropriation in
    21  advance of the due date prescribed by law to
    22  school districts which are financially handicapped,
    23  whenever he shall deem it necessary to make such
    24  advanced payments to enable the school districts
    25  to keep their public schools open:  And, provided,
    26  That the Secretary of Education shall forgive for
    27  the 1977-1978 year only, the amount of $30,000,000
    28  owed by the school districts or intermediate
    29  units of the first class to the Commonwealth
    30  on account of advance payments made for

     1  vocational education during the 1976-1977
     2  fiscal year, contingent upon a written agreement
     3  by the school district that the school district
     4  shall repay the $30,000,000 at the rate of $3,000,000
     5  each year beginning with the 1978-1979 fiscal year
     6  and each year thereafter until the full $30,000,000

    15     Section 2.  Section 10 of the act is amended to read:
    16     Section 10.  (a)  Except as provided in subsection (c), that
    17  part of all appropriations in this act unexpended, uncommitted
    18  and unencumbered as of June 30, 1978 shall automatically lapse
    19  as of that date.
    20     (b)  It is the intent of the General Assembly that all moneys
    21  made available to the Legislative Department remaining unspent
    22  and unencumbered from appropriations made for all prior fiscal
    23  [year 1975-1976] years shall lapse into the General Fund.
    24     (c)  The appropriations to the Legislative Department shall
    25  be continuing appropriations.
    26     Section 3.  This act shall take effect immediately.
