AN ACT
1 Making appropriations to the Department of Public Welfare and <--
2 providing for certain allocations therefrom for the purpose
3 of carrying out the Public Assistance Law for the FISCAL year <--
4 beginning July 1, 1977 TO JUNE 30, 1978 and for the payment <--
5 of cash grants and, medical assistance and expenses COUNTY <--
6 ADMINISTRATION accrued or incurred prior to and remaining
7 unpaid on July JUNE 30, 1977. <--
8 The General Assembly of the Commonwealth of Pennsylvania
9 hereby enacts as follows:
10 Section 1. (A) The sum of $91,533,000, FOLLOWING SUMS, or <--
11 as much thereof as may be necessary, is ARE hereby specifically <--
12 appropriated to the Department of Public Welfare for the payment
13 of cash grants and, medical assistance and administrative <--
14 expenses COUNTY ADMINISTRATION OF THE PUBLIC ASSISTANCE PROGRAMS <--
15 for the fiscal year beginning July 1, 1977 TO JUNE 30, 1978 and <--
16 for the payment of cash grants and, medical assistance and <--
17 administrative expenses incurred prior to and remaining unpaid <--
18 July 30, 1977. In addition to this amount all moneys received
19 from any other COUNTY ADMINISTRATION OF THE PUBLIC ASSISTANCE <--
20 PROGRAMS INCURRED PRIOR TO AND REMAINING UNPAID ON JUNE 30, 1977
1 FOR THE FOLLOWING PURPOSES AND AMOUNTS:
2 (1) CASH GRANTS.............................. $552,000,000
3 (2) MEDICAL ASSISTANCE....................... 350,000,000
4 (3) COUNTY ADMINISTRATION.................... 105,294,000
5 (B) IN ADDITION TO THE AMOUNTS APPROPRIATED IN SUBSECTION
6 (A), ALL MONEYS RECEIVED FROM ANY OTHER source except the
7 Federal Government as contributions for this program THESE <--
8 PROGRAMS, shall be paid into the General Fund and credited to
9 this appropriation. The Department of Public Welfare shall <--
10 allocate funds from time to time for administrative expenses of
11 the several county boards of assistance, for such administrative
12 expenses incurred by the department which are chargeable to such
13 boards and for the payment of attorney's fees and court costs
14 necessary for the proper conduct of the public assistance and
15 medical assistance programs: Provided, That no rule or THESE <--
16 APPROPRIATIONS.
17 (C) NO RULE OR regulation shall be adopted by the Secretary
18 of Public Welfare during the fiscal year 1977-1978 which adds to
19 the cost of any public assistance program.
20 Section 2. This act shall take effect immediately.
