AN ACT
1 Making an appropriation to the State Treasurer for the purpose
2 of paying salaries and wages of State officers and employees
3 and other ordinary and general expenses in the interim
4 between June 30, 1977 and August 1, 1977, and for the payment
5 of bills incurred and remaining unpaid at the close of the
6 fiscal year ending June 30, 1977.
7 The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows.
9 Section 1. The sum of $160,016,000, or as much thereof as
10 may be necessary, is hereby specifically appropriated to the
11 State Treasurer of the Commonwealth of Pennsylvania for the
12 purpose of paying the salaries and wages of the officers and
13 employees and other ordinary and general expenses of the State
14 government in the interim between June 30, 1977 and August 1,
15 1977, and for the payment of bills incurred and remaining unpaid
16 at the close of the fiscal year ending June 30, 1977. The funds
17 provided by this act may be used for all preferred
18 appropriations of 1976-1977 but shall not be used for payment of
19 cash grants or medical assistance, or for payment of
1 appropriations to charitable or educational institutions not
2 under the absolute control of the Commonwealth.
3 Section 2. Payments out of the appropriation of this act
4 shall be made by the State Treasurer upon requisitions by the
5 several departments, boards, commissions or officers in the same
6 manner as payments are ordinarily made.
7 Section 3. All amounts paid by the State Treasurer in
8 accordance with this act shall be charged against the
9 appropriations made for the salaries and wages of the officers
10 and employees and other ordinary and general expenses of the
11 State government in the General Appropriation Act and other
12 appropriation acts of 1976 and 1977.
13 Section 4. The funds appropriated in section 1 shall be used
14 solely for providing for the programs in existence during the
15 fiscal year 1976-1977, which programs shall be funded at no more
16 than one-twelfth of the total appropriations contained in Senate
17 Bill No.770, Printer's No.823, Session of 1977 EXCEPT THAT <--
18 FUNDING SHALL BE PROVIDED TO THE DEPARTMENT OF JUSTICE FOR THE
19 OPERATION AND ADMINISTRATION OF THE PENNSYLVANIA CRIME
20 COMMISSION IN AN AMOUNT EQUAL TO ONE-TWELFTH OF THE TOTAL STATE
21 AND FEDERAL FUNDS APPROPRIATED TO THE DEPARTMENT OF JUSTICE FOR
22 THE OPERATION AND ADMINISTRATION OF THE PENNSYLVANIA CRIME
23 COMMISSION DURING THE FISCAL YEAR COMMENCING JULY 1, 1976.
24 Section 5. In addition to the amount appropriated by this
25 act, all moneys received from any other source, except from the
26 Federal Government, as contributions to or payments for the
27 programs provided herein shall be paid into the General Fund to
28 the appropriation for the purposes and programs intended.
29 Section 6. This act shall take effect immediately.
