AN ACT 1 Providing scholarships for certain dependents of members of the 2 police or security guards at all State correctional 3 institutions. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Definitions. 7 The following words and phrases when used in this act shall 8 have, unless the context clearly indicates otherwise, the 9 meanings given to them in this section: 10 "Approved institution of higher learning." Any institution 11 of higher learning approved by the agency. 12 "Approved program of education." Any degree or nondegree 13 curriculum or course of study to be pursued on at least one-half 14 time basis for a duration of at least one academic year or its 15 equivalent at an approved institution of higher learning. 16 "Qualified dependent." The child of a member of the police 17 or security guard system at any State correctional institution 18 who began working on or after January 31, 1956 and who: 19 (1) was killed in the line of duty by an inmate; and
1 (2) was a resident of this Commonwealth during the term 2 of employment. 3 The term does not include any child who is conceived after the 4 death of the police or security guard. 5 Section 2. Scholarships for qualified dependents. 6 From the funds appropriated under this act and by the General 7 Assembly from time to time for the purposes of this act, the 8 Pennsylvania Higher Education Assistance Agency is hereby 9 authorized to provide scholarships to qualified dependents 10 enrolled in approved programs of education whose eligibility 11 under the provisions of the act of January 25, 1966 (1965, 12 P.L.1546, No.541), entitled "An act providing scholarships and 13 providing funds to secure Federal funds for qualified students 14 of the Commonwealth of Pennsylvania who need financial 15 assistance to attend postsecondary institutions of higher 16 learning, making an appropriation, and providing for the 17 administration of this act," shall be determined without regard 18 to the financial status of their parents or the scholastic 19 achievement test score of the qualified dependent. 20 Section 3. Amount of scholarship. 21 Scholarships awarded under this act to cover full-time study 22 shall not exceed, per academic year, the tuition and fee charges 23 at the institution of higher learning at which the applicant is 24 enrolled or $1,200, whichever is the lesser. Scholarships 25 covering less than full-time and at least one-half time study 26 shall be in a proportionate amount. 27 Section 4. Appropriation. 28 The sum of $40,000 is hereby appropriated to the Pennsylvania 29 Higher Education Assistance Agency to be transferred at the 30 request of the agency and deposited in the Higher Education 19770S0403B0407 - 2 -
