HOUSE RESOLUTION

                           In the House of Representatives, May 31, 1977

     1     WHEREAS, With each passing year this Nation becomes more
     2  deeply in debt as its expenditures repeatedly exceed available
     3  revenues; and
     4     WHEREAS, Knowledgeable planning and fiscal prudence require
     5  that the budget reflect all Federal spending and that the budget
     6  be in balance; and
     7     WHEREAS, Believing that fiscal irresponsibility at the
     8  Federal level, with the accompanying inflation is one of the
     9  greatest threats which faces our Nation and firmly believing
    10  that constitutional restraint is necessary to bring the fiscal
    11  disciplines needed to reverse the trend; therefore be it
    12     RESOLVED (the Senate concurring), That the General Assembly
    13  of the Commonwealth of Pennsylvania requests the Congress of the
    14  United States to call a Constitutional Convention to propose an
    15  amendment to the United States Constitution requiring in the
    16  absence of a national emergency that the total of all Federal
    17  appropriations made by the Congress for any fiscal year may not
    18  exceed the total of the estimated Federal revenues, excluding

     1  any revenues derived from borrowing for that fiscal year; and be
     2  it further
     3     RESOLVED, That copies of this resolution be sent to the
     4  United States Senate and House and to each United States Senator
     5  and Representative from Pennsylvania.
