HOUSE RESOLUTION

                         In the House of Representatives, April 27, 1977

     1     RESOLVED, That Rule 53 of the House of Representatives be
     2  amended to read:
     3                              RULE 53
     4                      Discharge of Committees
     5     A member may present to the Chief Clerk a resolution in
     6  writing to discharge a committee from the consideration of a
     7  bill or resolution which has been referred to it fifteen
     8  legislative days prior thereto: Provided, however, That in an
     9  even numbered year, when a bill is referred to a committee
    10  subsequent to the first day of September, a written discharge
    11  resolution may be presented thirty calendar days or fifteen
    12  legislative days from the date of referral, whichever is less
    13  (but only one motion may be presented for each bill or
    14  resolution). The discharge resolution shall be placed in the
    15  custody of the Chief Clerk, who shall arrange some convenient
    16  place for the signature of the members. A signature may be
    17  withdrawn by a member in writing at any time before the
    18  discharge resolution is entered in the Journal. When twenty-five

     1  members of the House shall have signed the resolution, it shall
     2  be entered in the Journal and the title of the bill or
     3  resolution and the name of the committee to be discharged shall
     4  be printed on the calendar.
     5     Any member who has signed a discharge resolution which has
     6  been on the calendar at least one legislative day prior thereto
     7  and seeks recognition, shall be recognized for the purpose of
     8  calling up the discharge resolution and the House shall proceed
     9  to its consideration without intervening motion except one
    10  motion to adjourn; however, no discharge resolution shall be
    11  considered during the last six legislative days of any session
    12  of the House. A majority vote of all the members elected to the
    13  House shall be required to agree to a resolution to discharge a
    14  committee. When any perfected discharge resolution has been
    15  acted upon by the House and defeated it shall not be in order to
    16  entertain during the same session of the House any other
    17  discharge resolution from that committee of said measure, or
    18  from any other committee of any other bill or resolution
    19  substantially the same, relating in substance to or dealing with
    20  the same subject matter.
