HOUSE RESOLUTION

No. 67 Session of 1977


        INTRODUCED BY MESSRS. ZWIKL, RITTER, PARKER, MELUSKEY, SCHWEDER,
           McLANE, MILLER, WENGER, MOEHLMANN, COLE, ZITTERMAN, MRS.
           HONAMAN, MESSRS. ZELLER, HALVERSON, DORR, ANDERSON, POLITE,
           REED, HASKELL, O'CONNELL, BROWN, RAVENSTAHL, ARMSTRONG,
           PRATT AND CIANCIULLI, MARCH 28, 1977

        AS AMENDED IN THE HOUSE OF REPRESENTATIVES, APRIL 26, 1977

                         In the House of Representatives, March 28, 1977

     1     Cheap labor and government subsidies in foreign countries
     2  makes it possible to produce various goods and commodities there
     3  and sell them here at prices lower than the price required for
     4  those produced in Pennsylvania and her sister states. Flooding
     5  of the markets of the United States with such foreign made items
     6  results in the loss of jobs for our workmen. The only effective
     7  way to prevent such harmful activities is to establish and
     8  enforce import quotas; therefore be it
     9     RESOLVED, That the House of Representatives of the
    10  Commonwealth of Pennsylvania calls on the President of the
    11  United States to direct his special representative for trade to
    12  develop voluntary trade restraints in the various goods and
    13  commodities, including, but not limited to shoes, textiles,
    14  wearing apparel, mushrooms and steel. Should this fail, the
    15  House of Representatives calls on the President of the United
    16  States and the Congress of the United States to establish quotas

     1  on the importation of the aforementioned goods and commodities
     2  into this Nation and strictly enforce the application of the
     3  quotas set for the protection of the welfare of the citizens of
     4  the United States and its industries engaged in the manufacture
     5  and production of the various goods and commodities under such
     6  quotas; and be it further
     7     RESOLVED, That copies of this resolution be transmitted to
     8  the President of the United States, the presiding officers of
     9  the Senate and House of Representatives of the Congress of the
    10  United States and each of the Senators and Congressmen from
    11  Pennsylvania for their review and comment.
