HOUSE RESOLUTION

No. 42 Session of 1977

                          In the House of Representatives, March 2, 1977

     1     WHEREAS, The "Public Employe Relations Act" (P.L.563, No.195)
     2  was passed by the General Assembly and signed into law by the
     3  Governor on July 23, 1970; and
     4     WHEREAS, Since Act 195 was implemented, there have been
     5  numerous public employe strikes which have resulted in a
     6  breakdown in the delivery of key governmental services to the
     7  citizens of the Commonwealth; and
     8     WHEREAS, The public school system has been particularly hard
     9  hit by strikes; and
    10     WHEREAS, Since more than six years have passed since the
    11  passage of Act 195 and considering the impact that this
    12  legislation has had on the lives of many Pennsylvanians, it is
    13  imperative that a thorough study and review of this act be
    14  undertaken; therefore be it
    15     RESOLVED, That the House of Representatives of the
    16  Commonwealth of Pennsylvania directs the House Committee on
    17  Education to conduct a thorough study of the benefits and


     1  liabilities resulting from the implementation of the "Public
     2  Employe Relations Act" and to recommend appropriate legislation
     3  to minimize strikes in the future; and be it further
     4     RESOLVED, That the committee report its findings, together
     5  with its recommendation for appropriate legislation, to the
     6  House of Representatives within six months of the approval of
     7  this resolution.
