AN ACT
1 Amending the act of December 22, 1977 (No.28A), entitled "A
2 supplement to the act of July 28, 1966 (3rd Sp.Sess., P.L.87,
3 No.3), entitled 'An act providing for the establishment and
4 operation of the University of Pittsburgh as an
5 instrumentality of the Commonwealth to serve as a State-
6 related university in the higher education system of the
7 Commonwealth; providing for change of name; providing for the
8 composition of the board of trustees; terms of trustees, and
9 the power and duties of such trustees; authorizing
10 appropriations in amounts to be fixed annually by the General
11 Assembly; providing for the auditing of accounts of
12 expenditures from said appropriations; providing for public
13 support and capital improvements; authorizing the issuance of
14 bonds exempt from taxation within the Commonwealth; requiring
15 the chancellor to make an annual report of the operations of
16 the University of Pittsburgh,' making appropriations for
17 carrying the same into effect, providing for a basis for
18 payments of such appropriations, and providing a method of
19 accounting for the funds appropriated," making an additional
20 appropriation upon approval of a reduction in the commissions
21 of cigarette tax stamping agencies.
22 The General Assembly of the Commonwealth of Pennsylvania
23 hereby enacts as follows:
24 Section 1. The act of December 22, 1977 (No.28A), entitled
25 "A supplement to the act of July 28, 1966 (3rd Sp.Sess., P.L.87,
26 No.3), entitled 'An act providing for the establishment and
27 operation of the University of Pittsburgh as an instrumentality
28 of the Commonwealth to serve as a State-related university in
1 the higher education system of the Commonwealth; providing for
2 change of name; providing for the composition of the board of
3 trustees; terms of trustees, and the power and duties of such
4 trustees; authorizing appropriations in amounts to be fixed
5 annually by the General Assembly; providing for the auditing of
6 accounts of expenditures from said appropriations; providing for
7 public support and capital improvements; authorizing the
8 issuance of bonds exempt from taxation within the Commonwealth;
9 requiring the chancellor to make an annual report of the
10 operations of the University of Pittsburgh,' making
11 appropriations for carrying the same into effect, providing for
12 a basis for payments of such appropriations, and providing a
13 method of accounting for the funds appropriated," is amended by
14 adding a section to read:
15 Section 1.1. An additional appropriation in the sum of
16 $333,000 is hereby specifically appropriated to the Trustees of
17 the University of Pittsburgh for the fiscal year July 1, 1977 to
18 June 30, 1978 for use in meeting general expenses subject to the
19 enactment and approval of legislation reducing the commissions
20 of cigarette tax stamping agencies.
21 Section 2. This act shall take effect upon approval of a law
22 reducing the commissions of cigarette tax stamping agencies or
23 immediately whichever is later.
