AN ACT
1 Amending the act of December 22, 1977 (No.29A), entitled "A
2 supplement to the act of July 7, 1972 (P.L.743, No.176),
3 entitled 'An act providing for the establishment and
4 operation of Lincoln University as an instrumentality of the
5 Commonwealth to serve as a State-related institution in the
6 higher education system of the Commonwealth; providing for
7 change of name; providing for the composition of the board of
8 trustees; terms of trustees, and the power and duties of such
9 trustees; providing for preference to Pennsylvania residents
10 in tuition; authorizing appropriations in amounts to be fixed
11 annually by the General Assembly; providing for the auditing
12 of accounts of expenditures from said appropriations;
13 providing for public support and capital improvements;
14 authorizing the issuance of bonds exempt from taxation within
15 the Commonwealth; requiring the President to make an annual
16 report of the operations of Lincoln University,' making
17 appropriations for carrying the same into effect, providing
18 for a basis for payments of such appropriation, and providing
19 a method of accounting for the funds appropriated," making an
20 additional appropriation upon approval of a reduction in the
21 commissions of cigarette tax stamping agencies.
22 The General Assembly of the Commonwealth of Pennsylvania
23 hereby enacts as follows:
24 Section 1. The act of December 22, 1977 (No.29A), entitled
25 "A supplement to the act of July 7, 1972 (P.L.743, No.176),
26 entitled 'An act providing for the establishment and operation
27 of Lincoln University as an instrumentality of the Commonwealth
28 to serve as a State-related institution in the higher education
1 system of the Commonwealth; providing for change of name;
2 providing for the composition of the board of trustees; terms of
3 trustees, and the power and duties of such trustees; providing
4 for preference to Pennsylvania residents in tuition; authorizing
5 appropriations in amounts to be fixed annually by the General
6 Assembly; providing for the auditing of accounts of expenditures
7 from said appropriations; providing for public support and
8 capital improvements; authorizing the issuance of bonds exempt
9 from taxation within the Commonwealth; requiring the President
10 to make an annual report of the operations of Lincoln
11 University,' making appropriations for carrying the same into
12 effect, providing for a basis for payments of such
13 appropriation, and providing a method of accounting for the
14 funds appropriated," is amended by adding a section to read:
15 Section 1.1. An additional appropriation in the sum of
16 $17,000 is hereby specifically appropriated to the Trustees of
17 the College of Lincoln University for the fiscal year July 1,
18 1977 to June 30, 1978 for use in meeting general expenses
19 subject to the enactment and approval of legislation reducing
20 the commissions of cigarette tax stamping agencies.
21 Section 2. This act shall take effect upon approval of a law
22 reducing the commissions of cigarette tax stamping agencies or
23 immediately, whichever is later.
