A JOINT RESOLUTION
1 Proposing an amendment to the Constitution of the Commonwealth
2 of Pennsylvania, including appropriations for Commonwealth
3 assisted educational institutions in general appropriation
4 bills.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby resolves as follows:
7 Section 1. The following amendments to the Constitution of
8 the Commonwealth of Pennsylvania is proposed in accordance with
9 the provisions of Article XI thereof:
10 That sections 11 and 30 of Article III be amended to read:

14 § 11. Appropriation bills.
15 The general appropriation bill shall embrace nothing but
16 appropriations for the executive, legislative and judicial
17 departments of the Commonwealth, for the public debt [and], for
18 public schools, and for Commonwealth assisted educational
19 institutions. All other appropriations shall be made by separate
1 bills, each embracing but one subject.

3 § 30. Charitable and educational appropriations.
4 No appropriation shall be made to any charitable [or
5 educational] institution not under the absolute control of the
6 Commonwealth, other than normal schools established by law for
7 the professional training of teachers for the public schools of
8 the State, except by a vote of two-thirds of all the members
9 elected to each House.
10 Section 2. This proposed amendment shall be submitted by the
11 Secretary of the Commonwealth to the qualified electors of the
12 Commonwealth, at the primary, municipal, or general election
13 next held after the advertising requirements of section 1 of
14 Article XI have been satisfied.
