           HOUSE OF REPRESENTATIVES, AS AMENDED, FEBRUARY 6, 1978

                                     AN ACT

     1  Amending the act of July 18, 1968 (P.L.405, No.183), entitled,
     2     "An act providing compensation to certain persons who served
     3     in the military, naval or air forces of the United States or
     4     of any of her allies during the Vietnam Conflict; providing
     5     the method of making payment to representatives of persons
     6     who, because of death or incapacity, cannot personally
     7     receive compensation; imposing certain duties on the Adjutant
     8     General; making an appropriation and providing penalties,"
     9     extending the deadline for applications.

    10     The General Assembly of the Commonwealth of Pennsylvania
    11  hereby enacts as follows:
    12     Section 1.  Section 4, act of July 18, 1968 (P.L.405,
    13  No.183), known as the "Vietnam Conflict Veterans' Compensation
    14  Act," amended March 16, 1976 (No.22), is amended to read:
    15     Section 4.  Application for Compensation.--Applications for
    16  compensation shall be made to the Adjutant General or forms and
    17  in the manner as he shall prescribe.
    18     All applications shall be made (1) personally by the veteran,
    19  or (2) in case of death or mental incompetency or missing in
    20  action preventing the making of a personal application, then by

     1  such representative of the veteran as the Adjutant General shall
     2  by regulation prescribe. An application made by a representative
     3  other than one authorized by such regulation shall be void.
     4     The Adjutant General shall not accept or consider any
     5  application filed or mailed after [four] five SIX years beyond    <--
     6  the date which Congress establishes as the end of the period of
     7  service for which a person shall be eligible to receive the
     8  Vietnam Service Medal.
     9     Section 2.  This act shall take effect in 30 days.
