AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, adding provisions relating to the handicapped. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. Section 3354 of Title 75, act of November 25, 6 1970 (P.L.707, No.230), known as the Pennsylvania Consolidated 7 Statutes, is amended to read: 8 § 3354. Additional parking regulations. 9 (a) Two-way highways.--Except as otherwise provided in this 10 section, every vehicle standing or parked upon a two-way highway 11 shall be positioned parallel to and with the right-hand wheels 12 within 12 inches of the right-hand curb or, in the absence of a 13 curb, as close as practicable to the right edge of the right- 14 hand shoulder. 15 (b) One-way highways.--Except as otherwise provided in this 16 section, every vehicle standing or parked upon a one-way highway 17 shall be positioned parallel to the curb or edge of the highway 18 in the direction of authorized traffic movement with its right-
1 hand wheels within 12 inches of the right-hand curb or, in the 2 absence of a curb, as close as practicable to the right edge of 3 the right-hand shoulder, or with its left-hand wheels within 12 4 inches of the left-hand curb or, in the absence of a curb, as 5 close as practicable to the left edge of the left-hand shoulder. 6 (c) Angle parking.--Local authorities may permit angle 7 parking on any highway after an engineering and traffic study 8 has determined that the highway is of sufficient width to permit 9 angle parking without interfering with the free movement of 10 traffic, except that on a State-designated highway prior 11 approval of the department shall also be obtained. 12 (d) Handicapped persons and disabled veterans.-- 13 (1) When a motor vehicle bearing handicap placards or 14 registration plates issued to handicapped persons or disabled 15 veterans as prescribed in this title is being operated by or 16 for the transportation of the handicapped person or disabled 17 veteran, the driver shall be relieved of any liability for 18 parking for a period of 60 minutes in excess of the legal 19 parking period permitted by local authorities except where 20 local ordinances or police regulations provide for the 21 accommodation of heavy traffic during morning, afternoon or 22 evening hours. 23 (2) At the request of any handicapped person or disabled 24 veteran, local authorities may erect on the highway as close 25 as possible to their place of residence a sign or signs 26 indicating that that place is reserved for a handicapped 27 person or disabled veteran, that no parking is allowed there 28 by others, and that any unauthorized person parking there 29 shall be subject to a fine. 30 (e) Handicap placards.--The department may issue placards at 19770H1703B2063 - 2 -
1 least 6 inches by 12 inches in size for the use of handicapped 2 persons. Such placards may be placed on the driver's side 3 dashboard of the vehicle operated by or used for the 4 transportation of a handicapped person. The department may 5 charge a nominal fee for handicapped placards which is 6 sufficient to cover the cost of such placards. 7 [(e)] (f) Penalty.--Any person violating subsection (a),(b) 8 or (d) is guilty of a summary offense and shall, upon 9 conviction, be sentenced to pay a fine of $15. 10 Section 2.
