                                  A SUPPLEMENT

     1  To the act of October 18, 1975 (P.L.408, No.112), entitled "An
     2     act providing for the capital budget for the fiscal year
     3     1975-1976," enumerating a public improvement project to be
     4     acquired or constructed by the Department of General Services
     5     together with its estimated financial cost; authorizing the
     6     incurring of debt without the approval of the electors for
     7     the purpose of financing the project, stating the estimated
     8     useful life of the project, and making an appropriation.

     9     The General Assembly of the Commonwealth of Pennsylvania
    10  hereby enacts as follows:
    11     Section 1.  Itemization and Authorization of Projects.--An
    12  additional capital project in the category of public improvement
    13  projects to be acquired or constructed by the Department of
    14  General Services, its successors or assigns, and to be financed
    15  by the incurring of debt, is hereby itemized together with the
    16  respective estimated financial cost and the total additional
    17  amount authorized for the public improvement project, as
    18  follows:
    19  A.  Total Authorization.............................   $458,000
    20  B.  Itemization of Public Improvement Project:
    21     Department of Public Welfare

     1     Improvements to Fire Main and Hydrants:
     2     Woodville State Hospital.........................   $458,000
     3     (Base Construction Authorization $366,000)
     4     Section 2.  Debt Authorization.--The Governor, Auditor
     5  General and State Treasurer are hereby authorized and directed
     6  to borrow, from time to time, in addition to any authorization
     7  heretofore or hereafter enacted, on the credit of the
     8  Commonwealth, subject to the limitations provided in the current
     9  capital budget, money not exceeding in the aggregate the sum of
    10  $458,000, as may be found necessary to carry out the acquisition
    11  and construction of the public improvement project specifically
    12  itemized herein.
    13     Section 3.  Issue of Bonds.--The indebtedness herein
    14  authorized shall be incurred from time to time and shall be
    15  evidenced by one or more series of general obligation bonds of
    16  the Commonwealth in such aggregate principal amount for each
    17  series as the Governor, Auditor General and State Treasurer
    18  shall determine, but the latest stated maturity date shall not
    19  exceed 30 years from the date of the bond first issued for each
    20  such series.
    21     Section 4.  Estimated Useful Life of Project.--The General
    22  Assembly states the estimated useful life of the public
    23  improvement project heretofore itemized is not less than 30
    24  years from the date of completion thereof, which period is
    25  hereby stated to be the term of the debt to be incurred.
    26     Section 5.  Appropriation.--The net proceeds of the sale of
    27  the obligations herein authorized are hereby appropriated from
    28  the Capital Facilities Fund to the Department of General
    29  Services in the maximum amount of $458,000 to be used by it
    30  exclusively to defray the financial cost of the public

     1  improvement project specifically itemized herein. After
     2  reserving or paying the expenses of the sale of the obligation,
     3  the State Treasurer shall pay out to the Department of General
     4  Services the moneys as required and certified by it to be
     5  legally due and payable.
     6     Section 6.  Allocation of Funds.--If as determined by the
     7  Department of General Services the full estimated financial cost
     8  of the public improvement project itemized in section 1 hereof
     9  is not necessary for the proper design, acquisition or
    10  construction of the project, the excess funds no longer required
    11  may be allocated to increase the estimated cost of any one or
    12  more of the public improvement projects specifically itemized in
    13  a capital budget.
    14     Section 7.  Effective Date.--This act shall take effect
    15  immediately.
