        AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES,
           SEPTEMBER 28, 1977

                                     AN ACT

     1  Making appropriations to the Thomas Jefferson University of
     2     Philadelphia, Pennsylvania.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The sum of $3,978,000, or as much thereof as
     6  may be necessary, is hereby specifically appropriated to the
     7  Thomas Jefferson University of Philadelphia, Pennsylvania, for
     8  the fiscal period July 1, 1977 to June 30, 1978, for instruction
     9  in the Doctor of Medicine program.
    10     (b)  The sum of $1,000,000, or as much thereof as may be
    11  necessary, is hereby specifically appropriated to the Thomas
    12  Jefferson University of Philadelphia, Pennsylvania, for the
    13  fiscal period July 1, 1977 to June 30, 1978, for the general
    14  maintenance of the Thomas Jefferson University including the
    15  College of Allied Health Sciences.
    16     (C)  AS A CONDITION OF RECEIVING ITS APPROPRIATION, ON OR      <--
    17  AFTER JANUARY 1, 1978, THE MEDICAL SCHOOL SHALL, WHEN ACCEPTING
    18  FIRST-YEAR STUDENTS FOR THE NEXT TERM, SET ASIDE 10% OF THE

     1  TOTAL NUMBER OF ADMISSIONS FOR STUDENTS WHO AGREE THAT UPON THE
     2  COMPLETION OF THEIR MEDICAL TRAINING, THEY SHALL ENGAGE IN THE
     3  PRACTICE OF MEDICINE FOR A PERIOD OF FOUR YEARS IN AN AREA
     4  TERMED MEDICALLY DEPRIVED BY THE PENNSYLVANIA DEPARTMENT OF
     5  HEALTH.
     6     Section 2.  Payments to the Thomas Jefferson University of
     7  Philadelphia, Pennsylvania on account of the appropriation for
     8  instructions in the Doctor of Medicine program as provided in
     9  section 1(a) shall be made on the basis of full-time student
    10  enrollment at the rate of $4,400 per student.
    11     Section 3.  Payments to the Thomas Jefferson University of
    12  Philadelphia, Pennsylvania on account of the appropriation
    13  provided in section 1(b) shall be made on the basis of cost
    14  during the fiscal period.
    15     SECTION 4.  THE UNIVERSITY SHALL, UPON ADMITTING A FIRST-YEAR  <--
    16  CLASS TO THE DOCTOR OF MEDICINE PROGRAM, ADMIT AS MANY STUDENTS
    17  IN THAT CLASS AS CAN BE ACCOMMODATED BY THE FACILITIES OF THE
    18  UNIVERSITY FOR THAT PROGRAM.
    19     Section 4. 5.  The university shall provide such information   <--
    20  AS MAY BE NECESSARY TO CARRY OUT THE PROVISIONS OF THIS ACT and   <--
    21  in such form and manner as the Department of Education may
    22  prescribe. THE DEPARTMENT SHALL ANNUALLY REPORT TO THE GENERAL    <--
    23  ASSEMBLY SUCH DATA AS WILL SHOW THE NUMBER OF STUDENTS IN EACH
    24  CLASS IN THE DOCTOR OF MEDICINE PROGRAM AND THE FACILITIES
    25  AVAILABLE FOR THEM.
    26     Section 5. 6.  The Thomas Jefferson University of              <--
    27  Philadelphia, Pennsylvania, shall report its revenues and
    28  expenditures and present its financial statements in accordance
    29  with generally accepted accounting principles and procedures for
    30  educational institutions as set forth in the "Higher Education

     1  Finance Manual of 1975," without exception.
     2     Section 6. 7.  This act shall take effect July 1, 1977.        <--
