        AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES,
           SEPTEMBER 28, 1977

                                     AN ACT

     1  Making an appropriation to the Philadelphia College of
     2     Osteopathic Medicine, Philadelphia, Pennsylvania.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $3,577,000, or as much thereof as may
     6  be necessary, is hereby specifically appropriated to the
     7  Philadelphia College of Osteopathic Medicine, Philadelphia,
     8  Pennsylvania, for its fiscal period July 1, 1977 to June 30,
     9  1978, for instruction in the Doctor of Osteopathy program. AS A   <--
    10  CONDITION OF RECEIVING ITS APPROPRIATION, ON OR AFTER JANUARY 1,
    11  1978 THE MEDICAL SCHOOL SHALL, WHEN ACCEPTING FIRST-YEAR
    12  STUDENTS FOR THE NEXT TERM, SET ASIDE 10% OF THE TOTAL NUMBER OF
    13  ADMISSIONS FOR STUDENTS WHO AGREE THAT UPON THE COMPLETION OF
    14  THEIR MEDICAL TRAINING, THEY SHALL ENGAGE IN THE PRACTICE OF
    15  MEDICINE FOR A PERIOD OF FOUR YEARS IN AN AREA TERMED MEDICALLY
    16  DEPRIVED BY THE PENNSYLVANIA DEPARTMENT OF HEALTH.
    17     Section 2.  Payments to the Philadelphia College of
    18  Osteopathic Medicine, Philadelphia, Pennsylvania, on account of

     1  the appropriation for instruction in the Doctor of Osteopathy
     2  program as provided in section 1 shall be made on the basis of
     3  full-time student enrollment at the rate of $4,400 per student.
     4     SECTION 3.  THE COLLEGE SHALL, UPON ADMITTING A FIRST-YEAR     <--
     5  CLASS, ADMIT AS MANY STUDENTS IN THAT CLASS AS CAN BE
     6  ACCOMMODATED BY THE FACILITIES OF THE SCHOOL.
     7     Section 3 4.  The Philadelphia College of Osteopathic          <--
     8  Medicine, Philadelphia, Pennsylvania, shall provide such
     9  information AS MAY BE NECESSARY TO CARRY OUT THE PROVISIONS OF    <--
    10  THIS ACT and in such form and manner as the Department of
    11  Education may prescribe. THE DEPARTMENT SHALL ANNUALLY REPORT TO  <--
    12  THE GENERAL ASSEMBLY SUCH DATA AS WILL SHOW THE NUMBER OF
    13  STUDENTS IN EACH CLASS AND THE FACILITIES AVAILABLE FOR THEM.
    14     Section 4 5.  The Philadelphia College of Osteopathic          <--
    15  Medicine, Philadelphia, Pennsylvania, shall report its revenues
    16  and expenditures and present its financial statements in
    17  accordance with generally accepted accounting principles and
    18  procedures for educational institutions as set forth in the
    19  "Higher Education Finance Manual of 1975" without exception.
    20     Section 5 6.  This act shall take effect July 1, 1977.         <--
