                                     AN ACT

     1  Amending Title 51 (Military Affairs) of the Pennsylvania
     2     Consolidated Statutes, further providing for the
     3     establishment of an advisory council for each State veterans'
     4     home.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Title 51 (Military Affairs), act of November 25,
     8  1970 (P.L.707, No.230), known as the Pennsylvania Consolidated
     9  Statutes, is amended by adding a section to read:
    10  § 704.  Advisory councils for veterans' homes.
    11     (a)  Establishment of advisory council.--There is hereby
    12  established an advisory council for each veterans' home operated
    13  by the Commonwealth. Each advisory council shall consist of 11
    14  members and the Adjutant General, who shall serve ex officio.
    15  Nine of the members shall be appointed by the Governor from a
    16  list of nominations submitted to the Adjutant General by the
    17  Pennsylvania War Veterans' Council. The Speaker of the House of
    18  Representatives and the President pro tempore of the Senate

     1  shall each appoint one member from their respective bodies to
     2  serve on each council.
     3     (b)  Term of office.--Each member of the councils appointed
     4  from the General Assembly shall serve for the duration of that
     5  General Assembly. The nine members appointed by the Governor
     6  shall serve a term of three years, provided that the initial
     7  nine members selected by the Governor shall serve as follows:
     8  three members for one year, three members for two years and
     9  three members for three years as designated by the Governor. The
    10  members appointed by the Governor may be removed by the Governor
    11  for cause.
    12     (c)  Cause.--Each council shall organize as soon as possible
    13  and shall annually elect a president, vice president and
    14  secretary.
    15     (d)  Quorum and time of meetings.--Six members of a council
    16  shall constitute a quorum for the purpose of conducting the
    17  business of the council. Each advisory council shall meet at
    18  least quarterly and at other times at the call of the president.
    19     (e)  Expenses.--Members of each advisory council shall
    20  receive no compensation for their services but shall receive
    21  reimbursement for their necessary and proper expenses for
    22  attendance at meetings.
    23     (f)  Power and duty of advisory councils.--Each veterans'
    24  home advisory council shall advise the Adjutant General as to
    25  the management, operation and the adequacy of facilities and
    26  services at their respective homes.
    27     Section 2.  Section 1409, act of April 9, 1929 (P.L.177,
    28  No.175), known as "The Administrative Code of 1929," is
    29  repealed.
    30     Section 3.  This act shall take effect immediately.
