                                     AN ACT

     1  Amending the act of June 24, 1968 (P.L.237, No.111), entitled
     2     "An act specifically authorizing collective bargaining
     3     between policemen and firemen and their public employers;
     4     providing for arbitration in order to settle disputes, and
     5     requiring compliance with collective bargaining agreements
     6     and findings of arbitrators," mandating certain findings of
     7     fact to be made when a determination is made.

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  Section 7, act of June 24, 1968 (P.L.237,
    11  No.111), entitled "An act specifically authorizing collective
    12  bargaining between policemen and firemen and their public
    13  employers; providing for arbitration in order to settle
    14  disputes, and requiring compliance with collective bargaining
    15  agreements and findings of arbitrators," is amended by adding a
    16  subsection to read:
    17     Section 7.  * * *
    18     (a.1)  The determination shall include findings of fact with
    19  respect to the following:
    20     (1)  comparison of the wages, hours, fringe benefits,

     1  conditions and characteristics of employment of the police and
     2  firemen involved in the impasse proceeding with the wages,
     3  hours, fringe benefits, conditions and characteristics of
     4  employment of other employes generally in public or private
     5  employment in the particular municipality or comparable
     6  community;
     7     (2)  the overall compensation paid to the employes involved
     8  in the impasse proceeding, including direct wage compensation,
     9  overtime and premium pay, vacations, holiday and other excused
    10  time, insurance, pensions, medical and hospitalization benefits,
    11  food and apparel furnished, and all other benefits received;
    12     (3)  changes in the average consumer prices for goods and
    13  services, commonly known as the cost-of-living, and the
    14  financial ability of the public employer to pay; and
    15     (4)  all other factors which are normally and customarily
    16  considered in the determination of wages, hours, fringe benefits
    17  and other working conditions in collective bargaining or in
    18  impasse panel proceedings.

    20     Section 2.  This act shall take effect immediately.
