           ZELLER, ZITTERMAN, NOVAK, MISCEVICH, COLE, LOGUE, TRELLO,
           ABRAHAM, MRKONIC, MULLEN, TENGLIO, FISCHER, PYLES, SPITZ,
           D. M. O'BRIEN, MANMILLER, LEVI, CIMINI, PETRARCA AND GOEBEL,
           FEBRUARY 8, 1977

        AS AMENDED ON THIRD CONSIDERATION, IN SENATE, JULY 11, 1977

                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, exempting totally and permanently disabled
     3     veterans from payment of real property taxes in certain
     4     cases.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby resolves as follows:
     7     Section 1.  The following amendment to the Constitution of
     8  the Commonwealth of Pennsylvania is proposed in accordance with
     9  the provisions of Article XI thereof:
    10     That subsection (c) of section 2, Article VIII be amended to
    11  read:
    12  § 2.  Exemptions and special provisions.--
    13     * * *
    14     (c)  Citizens and residents of this Commonwealth, who served
    15  in any war or armed conflict in which the United States was
    16  engaged and were honorably discharged or released under
    17  honorable circumstances from active service, shall be exempt

     1  from the payment of all real property taxes upon the residence
     2  occupied by the said citizens and residents of this Commonwealth
     3  imposed by the Commonwealth of Pennsylvania or any of its
     4  political subdivisions if, as a result of military service, they
     5  are blind, paraplegic or double or quadruple amputees or have a
     6  service-connected disability declared by the United States
     7  Veterans' Administration or its successor to be a total or 100%   <--
     8  ONE HUNDRED PER CENT permanent disability, and if the State       <--
     9  Veterans' Commission determines that such persons are in need of
    10  the tax exemptions granted herein.
    11     SECTION 2.  THIS PROPOSED AMENDMENT SHALL BE SUBMITTED BY THE  <--
    12  SECRETARY OF THE COMMONWEALTH TO THE QUALIFIED ELECTORS OF THE
    13  COMMONWEALTH, AT THE PRIMARY, MUNICIPAL, OR GENERAL ELECTION
    14  NEXT HELD AFTER THE ADVERTISING REQUIREMENTS OF ARTICLE XI,
    15  SECTION 1, OF THE CONSTITUTION OF THE COMMONWEALTH OF
    16  PENNSYLVANIA HAVE BEEN SATISFIED.
