                     Report of the Committee of Conference

        To the Members of the Senate and House of Representatives:

           We, the undersigned, Committee of Conference on the part of
        the Senate and House of Representatives for the purpose of
        considering Senate Bill No. 883, entitled:
        "An act amending the act of June 13, 1967 (P.L.31, No.21),
        entitled 'An act to consolidate, editorially revise, and codify
        the public welfare laws of the Commonwealth,' changing
        provisions relating to Food Stamp Computations."

                                     AN ACT

     1  Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An
     2     act to consolidate, editorially revise, and codify the public
     3     welfare laws of the Commonwealth," changing provisions
     4     relating to Food Stamp Computations.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 471, act of June 13, 1967 (P.L.31,
     8  No.21), known as the "Public Welfare Code," is amended to read:
     9     Section 471.  Food Stamp Computations.--To compute for each
    10  quarter the amount of Commonwealth funds expended by the
    11  department for the administration of the food stamp program for
    12  [each county or] every county, and for each city of the first
    13  class. For the fiscal year 1965-1966, thirty percent; for the
    14  fiscal year 1966-1967, forty percent; and, for the fiscal [year]
    15  years 1967-1968, [and thereafter,] through 1974-1975 and the
    16  nine month period ending March 31, 1976, fifty percent of the
    17  amount so expended for [each county or] every county, and for
    18  each city of the first class shall be certified to it, and shall
    19  become its obligation to be paid to the department.
    20     Section 2.  This act shall take effect immediately and shall
    21  apply retroactively to April 1, 1976.
