                                  A SUPPLEMENT

     1  To the act of July 28, 1966 (3rd Sp.Sess., P.L.87, No.3),
     2     entitled "An act providing for the establishment and
     3     operation of the University of Pittsburgh as an
     4     instrumentality of the Commonwealth to serve as a State-
     5     related university in the higher education system of the
     6     Commonwealth; providing for change of name; providing for the
     7     composition of the board of trustees; terms of trustees, and
     8     the power and duties of such trustees; authorizing
     9     appropriations in amounts to be fixed annually by the General
    10     Assembly; providing for the auditing of accounts of
    11     expenditures from said appropriations; providing for public
    12     support and capital improvements; authorizing the issuance of
    13     bonds exempt from taxation within the Commonwealth; requiring
    14     the chancellor to make an annual report of the operations of
    15     the University of Pittsburgh," making appropriations for
    16     carrying the same into effect, providing for a basis for
    17     payments of such appropriations, and providing a method of
    18     accounting for the funds appropriated.

    19     The General Assembly of the Commonwealth of Pennsylvania
    20  hereby enacts as follows:
    21     Section 1.  The following sums, or as much thereof as may be
    22  necessary, are hereby specifically appropriated to the Trustees
    23  of the University of Pittsburgh for the fiscal year July 1, 1975
    24  to June 30, 1976, for the purpose and in the amounts as shown:
    25     (1)  For general institutional expenses                        <--
    26          EDUCATIONAL AND GENERAL EXPENDITURES........ $51,292,000  <--


     1     (2)  For net cost of student aid.................   2,960,000
     2     (3)  For instruction - Doctor of Medicine
     3          only........................................   3,986,000
     4     (4)  For operation of dental clinics in the
     5          School of Dental Medicine ..................     500,000
     6     Section 2.  Payments to the University of Pittsburgh on
     7  account of the appropriations for all items, as provided in
     8  section 1 except for instruction - Doctor of Medicine shall be
     9  made on the basis of costs during the fiscal year.
    10     Payments for instruction - Doctor of Medicine shall be made
    11  on the basis of full-time equivalent student enrollment at the
    12  rate of $7,465 per student.
    13     Section 3.  If necessary the University of Pittsburgh may
    14  transfer funds between the appropriations listed in section 1,
    15  clauses (1) and (2): Provided, That the aggregate amount
    16  transferred into or out of each appropriation during the fiscal
    17  year shall not exceed 5% of the amount specifically appropriated
    18  for that purpose.
    19     Section 4.  Payments to the University of Pittsburgh of the
    20  appropriations herein provided shall be made monthly during the
    21  fiscal year.
    22     Such monthly payments shall be made in accordance with the
    23  provisions of section 2 on the basis of estimated costs and
    24  full-time equivalent students enrolled in the Doctor of Medicine
    25  program. The estimate of costs shall be submitted by the
    26  University of Pittsburgh to the Secretary of Education, the
    27  General Assembly and to the Treasurer of the Commonwealth not
    28  later than 30 days prior to the date on which such payment is to
    29  be made.
    30     Section 5.  The University of Pittsburgh shall apply the

     1  moneys appropriated by this act only for such purposes as are
     2  permitted in this act and shall at all times maintain proper
     3  records showing the application of such moneys. Not later than
     4  120 days after the close of the fiscal year to which this act
     5  relates, the University of Pittsburgh shall file with the
     6  Secretary of Education, the General Assembly and with the
     7  Auditor General of the Commonwealth, a statement setting forth
     8  the amounts and purposes of all expenditures made from moneys
     9  appropriated by this act and other university accounts during
    10  said fiscal year, the number of full-time equivalent students
    11  enrolled in the Doctor of Medicine program and costs, as
    12  provided in section 2, used as a basis for receipt of any
    13  appropriation during said fiscal year.
    14     Such statement of expenditures, and number of full-time
    15  equivalent students enrolled in the Doctor of Medicine program
    16  and costs shall be reviewed by the Auditor General of the
    17  Commonwealth, and he shall have the right, in respect to the
    18  moneys appropriated by this act, to audit and disallow
    19  expenditures made for purposes not permitted by this act and to
    20  cause such sums to be recovered and paid by the University of
    21  Pittsburgh to the Treasurer of the Commonwealth. The Auditor
    22  General shall also make a determination of full-time equivalent
    23  students enrolled in the Doctor of Medicine program and costs
    24  and make a certification as to their correctness. In respect to
    25  expenditures made by the university from moneys other than those
    26  appropriated by this act, the Auditor General shall have the
    27  right to review only and he shall file annually with the General
    28  Assembly such information concerning such expenditures as the
    29  General Assembly or any of its committees may require.
    30     Section 6.  A report shall be submitted to the Governor and

     1  the Appropriations and Education Committees of the Senate and
     2  House of Representatives and shall include data for all programs
     3  of the university except the Doctor of Medicine program. The
     4  report, to be submitted prior to November 1, 1976, shall cover
     5  the twelve-month period beginning September 1, 1975. The report
     6  shall include for each term during the period:
     7     (1)  The following counts and distributions:
     8     (i)  The definitions and numbers of full-time faculty
     9  members, of part-time faculty members, of full-time students
    10  enrolled in graduate courses, of full-time students enrolled in
    11  undergraduate courses, of part-time students enrolled in
    12  graduate courses, and of part-time students enrolled in
    13  undergraduate courses.
    14     (ii)  A distribution of part-time faculty members by the
    15  percentage of full-time employment.
    16     (iii)  Total numbers of undergraduate student credit hours,
    17  divided into lower division and upper division levels, and of
    18  graduate student credit hours divided into three levels--
    19  master's, first professional and doctoral.
    20     (iv)  Number of different courses scheduled by level of
    21  instruction, distributed by the number of sections scheduled in
    22  each course and the sections distributed by the number of
    23  students enrolled in each section.
    24     (v)  Number of terms scheduled and the dates thereof.
    25     (2)  A classification of faculty members or other
    26  professional employees by title including: professor, associate
    27  professor, assistant professor, instructor, lecturer, research
    28  associate, librarian, and academic administrator; faculty
    29  members or other professional employees under each title to be
    30  subdivided by type of assignment: undergraduate courses only,

     1  graduate courses only, or both graduate and undergraduate
     2  courses; and each such set of faculty members or other
     3  professional employees to be further subdivided by type of
     4  employment: full-time or part-time; and the following aggregates
     5  for each such subdivided classification:
     6     (i)  The number.
     7     (ii)  The sum of credits assigned to undergraduate courses
     8  and the sum of credits assigned to graduate courses taught,
     9  divided into lower division, upper division, master's, first
    10  professional and doctoral levels.
    11     (iii)  The sum of undergraduate student credit hours and the
    12  sum of graduate student credit hours generated; divided into
    13  lower division, upper division, master's, first professional and
    14  doctoral levels.
    15     (iv)  Total salary paid.
    16     (v)  Total salary paid from university funds.
    17     (vi)  Total salary paid from Federal funds.
    18     (vii)  Total salary paid from other funds.
    19     (3)  For each term of the period covered for each full-time
    20  faculty member identified by school, department and title:
    21     (i)  An analysis of the average hours per week spent in
    22  university-related activities, stating specifically hours spent
    23  in undergraduate classroom contact and graduate classroom
    24  contact, hours spent in preparation, hours spent in research and
    25  hours spent in public service.
    26     (ii)  The total salary paid and the salary paid from
    27  university funds.
    28     Section 7.  In addition to the requirements of section 6, the
    29  report covering the twelve-month period beginning September 1,
    30  1975, shall include for all programs of the university except

     1  the Doctor of Medicine program:
     2     (1)  Minimum number of credits required for a baccalaureate
     3  degree, and for a master's degree.
     4     (2)  Number of bachelor's degrees, master's degrees, first
     5  professional degrees, and doctoral degrees awarded in 1973, 1974
     6  and 1975 and estimated 1976.
     7     Section 8.  The university shall report its revenues and
     8  expenditures and present its financial statements required under
     9  the provisions of this act in accordance with generally accepted
    10  accounting principles and procedures for educational
    11  institutions as set forth in "Industry Audit Guide for Colleges
    12  and Universities" of the American Institute of Certified Public
    13  Accountants of 1973, without exception.
    14     Section 9.  This act shall take effect immediately.
