HOUSE RESOLUTION

No. 241 Session of 1976

                          In the House of Representatives, April 6, 1976


     1     On March 19, 1976 a disturbance arose around the office of
     2  the Philadelphia Newspapers Inc. when the members of the
     3  Philadelphia Building and Construction Trades Council AFL-CIO
     4  refused to allow employees of the company and others to enter or
     5  leave the premises.
     6     This restraining action was taken even though the newspaper
     7  did not have a contract with this particular union and was not
     8  involved in any disputes with it.
     9     It has been alleged that when the newspaper asked the
    10  Philadelphia Police Department for assistance they were turned
    11  down. The disturbance finally ended when a Federal Judge granted
    12  an injunction. This incident should be investigated to determine
    13  if we have adequate laws to protect against this type of
    14  incident or to determine if our laws were not properly enforced;
    15  therefore be it
    16     RESOLVED, That the House of Representatives directs its Law
    17  and Justice Committee to investigate the incident that occurred


     1  on March 19, 1976 at the offices of the Philadelphia Newspapers
     2  Inc.; and be it further
     3     RESOLVED, That the committee may hold hearings, take
     4  testimony, and make its investigation at such places as it deems
     5  necessary within this Commonwealth. It may issue subpoenas under
     6  the hand and seal of its chairman commanding any person to
     7  appear before it and to answer questions touching matters
     8  properly being inquired into by the committee and to produce
     9  such books, papers, records and documents as the committee deems
    10  necessary. Such subpoenas may be served upon any person and
    11  shall have the force and effect of subpoenas issued out of the
    12  courts of this Commonwealth. Any person who wilfully neglects or
    13  refuses to testify before the committee or to produce any books,
    14  papers, records or documents, shall be subject to the penalties
    15  provided by the laws of the Commonwealth in such case. Each
    16  member of the committee shall have power to administer oaths and
    17  affirmations to witnesses appearing before the committee; and be
    18  it further
    19     RESOLVED, That the committee report back to the General
    20  Assembly as soon as possible.
