HOUSE RESOLUTION

        INTRODUCED BY CRAWFORD, RITTER, PARKER, TOLL, HEPFORD, KERNICK,
           ZEARFOSS, McLANE, DORR, SALOOM, WRIGHT, WANSACZ, ZWIKL,
           MUSTO, FLAHERTY, MENHORN, MILANOVICH AND SCHWEDER,
           JANUARY 28, 1976

                       In the House of Representatives, January 28, 1976

     1     WHEREAS, Many citizens of the Commonwealth are out of work
     2  because of national economic problems, particularly in the
     3  Philadelphia area; and
     4     WHEREAS, A large number of illegal aliens, known to be
     5  residing in and around the Philadelphia area, are paying no
     6  taxes but using the resources of the Federal, State and local
     7  governments; and
     8     WHEREAS, Some of these illegal aliens are holding good jobs
     9  which might otherwise go to citizens of the United States who
    10  have found themselves unemployed through no fault of their own;
    11  and
    12     WHEREAS, The Federal Government and its officers and
    13  employees have an obligation and a duty to prevent the
    14  employment of illegal aliens; therefore be it
    15     RESOLVED (the Senate concurring), That the General Assembly
    16  of the Commonwealth of Pennsylvania urge the President of the


     1  United States to require, as a prerequisite to the awarding of
     2  Federal contracts, that all contractors submit an affidavit
     3  stating that all employees who will be involved in work for the
     4  Commonwealth have shown either proof of United States
     5  citizenship or legal visas; and be it further
     6     RESOLVED, That the General Assembly of the Commonwealth of
     7  Pennsylvania also urges the Governor to require, as a
     8  prerequisite to the awarding of State contracts that all
     9  contractors submit an affidavit stating that all employees who
    10  will be involved in work for the Commonwealth have shown either
    11  proof of United States citizenship or legal visas; and be it
    12  further
    13     RESOLVED, That a copy of this resolution be transmitted to
    14  the Honorable Gerald R. Ford, President of the United States and
    15  to the Honorable Milton J. Shapp, Governor of Pennsylvania.
