HOUSE RESOLUTION

           PERRY, LEDERER, O'DONNELL, HAMILTON, PERRI, JOHNSON AND

                          In the House of Representatives, July 24, 1975

     1     WHEREAS, Many members of the armed forces have expressed
     2  dismay at the racial tensions within the armed forces; and
     3     WHEREAS, Reports of racial tensions make military service
     4  less desirable to many people, and ultimately weakens the
     5  security of the United States; and
     6     WHEREAS, Army Secretary Howard M. Callaway, in his farewell
     7  address, said "despite enormous progress, there is still a lot
     8  of racial tension within the army"; therefore be it
     9     RESOLVED, That the House of Representatives of the
    10  Commonwealth of Pennsylvania directs the Military and Veterans
    11  Affairs Committee to investigate the problem of racial tensions
    12  as it affects Pennsylvanians in the armed forces and members of
    13  the armed forces serving in Pennsylvania, and to recommend
    14  corrective action, via legislation or otherwise; and be it
    15  further
    16     RESOLVED, That the committee may hold hearings, take


     1  testimony, and make its investigations at such places as it
     2  deems necessary. It may issue subpoenas under the hand and seal
     3  of its chairman commanding any person to appear before it and to
     4  answer questions touching matters properly being inquired into
     5  by the committee and to produce such books, papers, records and
     6  documents as the committee deems necessary. Such subpoenas may
     7  be served upon any person and shall have the force and effect of
     8  subpoenas issued out of the courts of this Commonwealth. Any
     9  person who wilfully neglects or refuses to testify before the
    10  committee or to produce any books, papers, records or documents,
    11  shall be subject to the penalties provided by the laws of the
    12  Commonwealth in such case. Each member of the committee shall
    13  have power to administer oaths and affirmations to witnesses
    14  appearing before the committee; and be it further
    15     RESOLVED, That within 30 calendar days after the committee
    16  has made its report, the chairman of the committee shall cause a
    17  record of all expenses incurred by the committee, or the members
    18  thereof, which are payable at Commonwealth expense, to be filed
    19  with the Speaker of the House and the Speaker shall cause the
    20  same to be entered in the journal thereof. No expenses incurred
    21  by the committee or any member thereof shall be reimbursable by
    22  the Chief Clerk unless such expense shall first have been
    23  included as an expense item in the record heretofore required;
    24  and be it further
    25     RESOLVED, That the committee report its findings and proposed
    26  legislation, if such be necessary, to the General Assembly as
    27  soon as possible.
