HOUSE RESOLUTION

No. 108 Session of 1975


        INTRODUCED BY SALVATORE AND McGINNIS, JUNE 4, 1975

        REFERRED TO COMMITTEE ON RULES, JUNE 9, 1975

                           In the House of Representatives, June 4, 1975

     1     WHEREAS, The General Assembly of the Commonwealth of
     2  Pennsylvania has repeatedly provided restricted public funding
     3  to assist the children of Pennsylvania who are being educated in
     4  private schools, and
     5     WHEREAS, These children are being trained as citizens in a
     6  wholesome atmosphere, and attended to by teachers of good
     7  character and of the highest motivation in producing future
     8  citizens who will care for their family, their community, and
     9  their Country, and
    10     WHEREAS, The Supreme Court of the United States has
    11  continually ruled that these efforts are in defiance of the
    12  United States Constitution's prohibition against the involvement
    13  of government in the fostering of, or preservation of, religion-
    14  related institutions, and
    15     WHEREAS, These decisions have created a sense of
    16  disenchantment and confusion within the State of Pennsylvania,
    17  and
    18     WHEREAS, Citizens and Legislators view the decisions with

     1  bewilderment because they hold knowledge of a vast array of
     2  activities marked by interinvolvement of Church and State which
     3  the United States Supreme Court knows about, permits and
     4  encourages, and,
     5     WHEREAS, It is important to the Country that citizens hold
     6  trust that the United States Supreme Court is indeed committed
     7  to pure allegiance to what it believes to be Constitutional
     8  principle; therefore be it
     9     RESOLVED, (the Senate Concurring) That the General Assembly
    10  of the Commonwealth of Pennsylvania memorialize the Congress of
    11  the United States to propose an amendment to the Constitution of
    12  the United States to permit non-sectarian aid to non-public
    13  schools; and be it further
    14     RESOLVED, That copies of this resolution be transmitted to
    15  the presiding officers of each House of the Congress of the
    16  United States and to each Senator and Representative from
    17  Pennsylvania in the Congress of the United States.
