HOUSE RESOLUTION

        INTRODUCED BY MR. COWELL, MRS. GILLETTE, MESSRS. ABRAHAM,
           MRKONIC, MISCEVICH, ITKIN, MRS. KERNICK, MESSRS. MENHORN,
           FLAHERTY, PRATT, MORRIS, REED, FRYER, SHELHAMER, SCHMITT,
           PYLES, ROMANELLI AND SCHWEDER, MARCH 5, 1975

        AS REPORTED FROM COMMITTEE ON RULES, HOUSE OF REPRESENTATIVES,
           AS AMENDED, MARCH 17, 1975

                          In the House of Representatives, March 5, 1975

     1     WHEREAS, The combined forces of uncontrolled inflation and
     2  the rising cost of energy are crushing the American consumer in
     3  an economic vise. That consumer is looking to a concerned and
     4  responsive government to show awareness of his plight and to
     5  take positive and deliberative action; and
     6     WHEREAS, The Pennsylvania Public Utility Commission is AND     <--
     7  THE COMPANIES IT REGULATES ARE the subject of much criticism
     8  from individual consumers as well as representatives of
     9  government, business, consumer organizations; and even the        <--
    10  regulated industries; and
    11     WHEREAS, A comprehensive review of the structure, procedures,
    12  rules and regulations of the Pennsylvania Public Utility
    13  Commission and a review of all other provisions of the act of
    14  May 28, 1937 (P.L.1053, No.286), known as the "Public Utility
    15  Law" is long overdue and such review should produce a well-
    16  founded, documented and unified package of reforms for

     1  consideration; therefore be it
     2     RESOLVED, That the House of Representatives directs the Joint
     3  State Government Commission to appoint a task force to conduct a
     4  comprehensive review of the structure, procedures, rules and
     5  regulations of the Pennsylvania Public Utility Commission and
     6  all provisions of the act of May 28, 1937 (P.L.1053, No.286),
     7  for the purpose of developing recommendations for improvements
     8  in the current policies or law; and be it further
     9     RESOLVED, That the Joint State Government Commission shall
    10  make a complete report of its findings, together with
    11  recommendations for appropriate action, to the General Assembly
    12  as soon as possible.
