        INTRODUCED BY COWELL, GILLETTE, ABRAHAM, MRKONIC, MISCEVICH,
           ITKIN, KERNICK, MENHORN, FLAHERTY, PRATT, MORRIS, REED,
           FRYER, SHELHAMER, SCHMITT, PYLES, ROMANELLI AND SCHWEDER,
           MARCH 5, 1975

                          In the House of Representatives, March 5, 1975

     1     WHEREAS, The combined forces of uncontrolled inflation and
     2  the rising cost of energy are crushing the American consumer in
     3  an economic vise. That consumer is looking to a concerned and
     4  responsive government to show awareness of his plight and to
     5  take positive and deliberative action; and
     6     WHEREAS, The Pennsylvania Public Utility Commission is the
     7  subject of much criticism from individual consumers as well as
     8  representatives of government, business, consumer organizations
     9  and even the regulated industries; and
    10     WHEREAS, A comprehensive review of the structure, procedures,
    11  rules and regulations of the Pennsylvania Public Utility
    12  Commission and a review of all other provisions of the act of
    13  May 28, 1937 (P.L.1053, No.286), known as the "Public Utility
    14  Law" is long overdue and such review should produce a well-
    15  founded, documented and unified package of reforms for
    16  consideration; therefore be it


     1     RESOLVED, That the House of Representatives directs the Joint
     2  State Government Commission to appoint a task force to conduct a
     3  comprehensive review of the structure, procedures, rules and
     4  regulations of the Pennsylvania Public Utility Commission and
     5  all provisions of the act of May 28, 1937 (P.L.1053, No.286),
     6  for the purpose of developing recommendations for improvements
     7  in the current policies or law; and be it further
     8     RESOLVED, That the Joint State Government Commission shall
     9  make a complete report of its findings, together with
    10  recommendations for appropriate action, to the General Assembly
    11  as soon as possible.
